KPK Questions Ustaz Khalid Basalamah Over Hajj Quota Allocation Arrangements

The KPK has examined several organisers of special hajj worship (PIHK) or travel agencies in the hajj quota corruption case today, including Ustaz Khalid Basalamah. The investigative team delved into the matter of fund returns made by the travel agencies to the KPK.

“In today’s examination, the witnesses were questioned about the return of funds by PIHK to the KPK previously,” said KPK spokesperson Budi Prasetyo to reporters on Thursday (23/4/2026).

Budi stated that the witnesses, including Khalid Basalamah, were also probed regarding the Forum for Rapport among Hajj and Umrah Travel Associations (SATHU).

“The examination concerns the SATHU Forum and discussions on additional hajj quotas for 2023-2024,” Budi said.

This SATHU Forum is known to have taken initiatives related to the process of arranging hajj quota distribution. This is also what the KPK is investigating through the examination of Khalid Basalamah.

In addition to Khalid, the KPK scheduled examinations today for the Director of PT Kafilah Maghfirah Wisata, Firman M Nur. The KPK also scheduled examinations for three other individuals from the Financial and Development Supervisory Agency (BPKP) of North Sumatra Province, namely PT Chairul Umam Addauli, Director Dahrizal Dahlan; Director of PT Nadwa Mulia Utama, Zulhendri; and President Director of PT Sriwijaya Mega Wisata, Salwaty.

“In this examination, the investigators are also delving into matters related to the SATHU Forum. If we look back at the case’s construction, parties from the SATHU Forum or this association are suspected of also taking initiatives related to the process of arranging hajj quota distribution,” he said.

In this case, the KPK has received money returns from many PIHK. However, there are still several PIHK that have not returned the funds.

“In the investigation of the alleged criminal corruption case related to hajj quotas, the KPK has not only received returns from Mr KB (Khalid Basalamah), but also returns from other PIHK. Although there are still several other PIHK that have not returned them,” Budi said.

Ustaz Khalid Claims to Have Returned Rp 8.4 Billion to KPK

Ustaz Khalid finished being examined by the KPK at 18:35 WIB. He claimed to have returned money to the KPK amounting to Rp 8.4 billion.

Khalid stated that the money was returned from PT Muhibbah, the party that offered hajj departures to Khalid’s travel agency. However, Khalid claimed not to know the origin of the returned money and emphasised that he is a victim in this case.

“Well, we returned it. So, that money wasn’t kept by us. That money was given by Muhibbah, then we don’t know what money it was, the KPK asked, we returned it when asked. That’s the extent of it. So, once again, in this case, we are the victims,” Khalid said after being examined on Thursday (23/4).

The KPK has named four suspects in this case. They are:

  1. Former Minister of Religious Affairs Yaqut Cholil Qoumas (YCQ)

  2. Former Special Staff to Yaqut, Ishfah Abidal Azis alias Gus Alex (IAA)

  3. Operational Director of PT Makassar Toraja (Maktour) Ismail Adham (ISM)

  4. Chairman of the Kesthuri Association Asrul Azis Taba (ASR).
