KPK Questions BNPB Secretary-General and Seizes Procurement Documents
The Corruption Eradication Commission (KPK) seized procurement documents from the National Disaster Mitigation Agency (BNPB) in connection with an alleged corruption case involving disaster-response funds, known as ready-to-use funds (DSP).
The seizure took place as the KPK questioned BNPB Secretary-General Rustian on Tuesday (27 October). Rustian arrived at the KPK carrying the documents.
“The contents of the bag were several documents relating to projects undertaken by vendors. Investigators also seized procurement documents,” KPK spokesman Budi Prasetyo told reporters on Tuesday evening.
Budi said investigators focused on two matters during their questioning of Rustian.
First, they examined the employment status of two suspects in the case, Bima Setiawan and Richard Erlangga, who are experts to BNPB chief Lieutenant General Suharyanto.
“Rustian, as secretary-general and a civil service staffing official, was questioned about the employment status of Bima Setiawan and Richard Erlangga as experts or special staff to the BNPB chief: what their status was, whether their appointments were official, and whether they were part of the BNPB structure,” Budi said.
Second, Rustian, in his capacity as budget authority, was questioned about the appointment of the commitment-making official (PPK), who is also a suspect in the case.
“Investigators also examined how the procurement was conducted, from planning and implementation to direct appointments and payments to vendors, using BNPB’s ready-to-use funds,” Budi said.
The KPK has named five people as suspects in the BNPB case: Gabriel Purwaka Sigit, head of the agency’s Aid and Emergency Management sub-directorate and a commitment-making official; Bima Setiawan and Richard Erlangga, experts to BNPB chief Lieutenant General Suharyanto; and private-sector figures Gery Prasetiawan and Syifa Nrika.
Bima is the younger brother of former BNPB chief Lieutenant General Suharyanto.
The KPK said some goods and services suppliers were affiliated with Bima Setiawan. Total procurement at BNPB over the three years from 2024 to 2026 amounted to Rp148 billion.
The procurement was funded by ready-to-use funds, or emergency funding for major disasters across Indonesia. These included forest and land fires in Papua and Kalimantan, floods in Sumatra and Aceh in November 2025, and an earthquake in East Nusa Tenggara recently.
“In the use of these funds, the KPK found indications of conflicts of interest and bribery,” acting KPK Director of Investigations Achmad Taufik Husein said previously.
