KPK Pursues Assets in Kemnaker RPTKA Extortion Case to Recover State Finances

The KPK is still conducting searches for assets related to suspects in the corruption extortion case concerning Foreign Worker Utilisation Plans (RPTKA) at the Ministry of Manpower. The searches are being carried out to maximise the recovery of state financial losses from this case.

“In this RPTKA case, investigators are also still in the field this week, examining parties for further investigation into tracing assets allegedly owned by suspects that are suspected to be related to or obtained from the alleged corruption offence,” explained KPK spokesperson Budi Prasetyo to reporters at the KPK building in South Jakarta on Friday (17/4/2026).

He stated that investigators have found evidence in the field regarding sales and purchases of land, buildings, and vehicles conducted by the suspects in connection with this case.

“Now, we are combing through all of that one by one. Why? So that the asset recovery is also optimal, the recovery of state finances is optimal, so that the law enforcement carried out by the KPK is not only to give a deterrent effect to the perpetrators, but also to optimise asset recovery,” said Budi.

Previously, the KPK examined four witnesses in the alleged corruption extortion case involving RPTKA. The KPK is tracing assets belonging to former Secretary General of the Ministry of Manpower, Heri Sudarmanto (HS).

Budi Prasetyo explained that two witnesses were questioned about Heri Sudarmanto’s assets. The two witnesses were Rizky Junianto, Heri’s son and a civil servant at the Ministry of Manpower, and a private party named Farid Azianto.

“The witnesses were examined for Suspect Mr HS. The witnesses were asked for statements in connection with tracing assets owned by the suspect that are suspected to be related to this case,” said Budi to reporters on Tuesday (14/4).

In addition to those two witnesses, there were two other witnesses named Yuda Novendri Yustandra, President Director of PT Laman Davindro Bahman, and Budi Hartawan, former Deputy Director General of Binapenta and PKK at the Ministry of Manpower, who were examined. The KPK is deepening the investigation into the extortion process and legalisation of foreign worker agents through these two witnesses.

“Witness YNY was confirmed regarding the alleged extortion he experienced as a party handling RPTKA documents at the Ministry of Manpower. Witness BH, investigators confirmed the basis of regulations for legalising foreign worker agents or PJP3TKA at the Ministry of Manpower,” he said.

Heri Sudarmanto has been designated as a suspect in the extortion case of prospective foreign workers at the Ministry of Manpower since October 2025 based on the investigation order (sprindik). However, the KPK has not provided further details on Heri’s role.

“True, in the development of the investigation of this case, the KPK has designated one new suspect, Mr HS, former Secretary General of the Ministry of Manpower,” said KPK spokesperson Budi Prasetyo to reporters on Wednesday (29/10/2025).

For information, the corruption case at the Ministry of Manpower being investigated by the KPK relates to extortion in the processing of foreign worker utilisation permits. The KPK suspects this case occurred from 2019 to 2023 with evidence of collected funds amounting to Rp 53 billion.

A total of eight people have been designated as suspects in this case and have already undergone trials besides Heri. The eight defendants in this case are:

  1. Gatot Widiartono, Coordinator of Analysis and Control of Foreign Worker Utilisation (PPTKA) from 2021-2025.

  2. Putri Citra Wahyoe, RPTKA Hotline Officer from 2019 to 2024 and Verifier of RPTKA Approval at the Directorate of Control of Foreign Worker Utilisation (PPTKA) from 2024-2025.

  3. Jamal Shodiqin, Administrative Analyst at the Directorate of PPTKA from 2019-2024, also First Expert Staff at the Directorate of PPTKA from 2024-2025.

  4. Alfa Eshad, Junior Expert Staff at the Ministry of Manpower from 2018-2025.

  5. Suhartono, Director General of Placement Development of Workers and Expansion of Employment Opportunities (Binapenta and PKK) at the Ministry of Manpower from 2020-2023.

  6. Haryanto, Director of PPTKA from 2019-2024, also Director General of Binapenta and PKK from 2024-2025, and currently serving as Special Staff to the Minister in the Field of International Relations.

  7. Wisnu Pramono, Director of PPTKA from 2017-2019.

  8. Devi Angraeni, Director of PPTKA from 2024-2025.
