KPK Prosecutor Reveals Meetings and Bribes from Blueray Boss to Customs Officials
The leader of Blueray Cargo (Group), John Field, is accused of bribing several officials from the Directorate General of Customs and Excise with a total of Rp61 billion in cash and luxury entertainment facilities and goods worth Rp1.8 billion.
The criminal act was carried out by John Field together with Defendant II Dedy Kurniawan Sukolo, as Operational Manager for Customs Clearance at the Port for Blueray Cargo (Group), and Defendant III Andri, as Head of the Import Documents Team at Blueray Cargo (Group).
The bribe recipients consisted of Rizal, Director of Enforcement and Investigation; Sisprian Subiaksono, Deputy Head of Intelligence at the Directorate of Enforcement and Investigation; and Orlando Hamonangan, Head of Section I Customs Intelligence at the Directorate of Enforcement and Investigation. They will be prosecuted in separate indictments.
In the indictment read out during the trial at the Corruption Court (Tipikor) at the Central Jakarta District Court on Wednesday (6/5), the KPK Public Prosecutor (JPU KPK) revealed several meetings up to the giving of money to facilitate the interests of Blueray Cargo (Group).
Initially, around May 2025, at a restaurant in the Kelapa Gading area, North Jakarta, John Field met with Rizal.
In that meeting, John Field introduced his company, which operates in the import services (logistics) and customs sector.
After the meeting, around June 2025, at the Headquarters of the Directorate General of Customs and Excise, Rawamangun, East Jakarta, John Field also met with Sisprian.
John Field again introduced Blueray Cargo (Group) as a company operating in the import services (logistics) and customs sector.
Subsequently, Sisprian, in the presence of Rizal, introduced John Field to Orlando.
Rizal informed John Field that a meeting would be held between officials from the Directorate General of Customs and Excise and cargo entrepreneurs.
“Subsequently, in July 2025, at the Borobudur Hotel, Central Jakarta, a meeting was held between officials from the Directorate General of Customs and Excise, including Djaka Budi Utama (Director General of Customs and Excise), Rizal, Sisprian Subiaksono, and Orlando Hamonangan Sianipar, with cargo entrepreneurs, one of whom was the Defendant I from Blueray Cargo (Group),” stated the prosecutor while reading the indictment at the Jakarta Corruption Court on Wednesday (6/5).
After that, around August 2025, at Phoenix Gastrobar, Jalan Pantai Indah Kapuk, the defendants met with Orlando and Fillar Marindra, an executor at the Subdirectorate of Intelligence, Directorate of Enforcement and Investigation, Directorate General of Customs and Excise.
John Field informed Orlando about the condition of Blueray Cargo (Group)’s imported goods shipments entering the red lane and being subject to dwelling time.
Orlando instructed John Field to coordinate further with Fillar.
To accommodate John Field’s request, Orlando ordered Fillar to prepare a rule set targeting with parameters from the Directorate General of Customs and Excise database, adjusted to set the percentage of red lanes for high-risk importers, including Blueray Cargo (Group).
In the process, the rule set targeting official note received tiered approval at the Directorate of Enforcement and Investigation level of the Directorate General of Customs and Excise, starting from Orlando, Sisprian, to Rizal.
Then, Fillar sent to Dedy Kurniawan the Goods Import Notification (PIB) document, which contained a confidential Directorate General of Customs and Excise database file listing importers entering red or green lanes based on the rule set targeting official note.
Subsequently, Dedy Kurniawan processed and modified that document as initial reference information in selecting low-risk sea port routes, which was then used as the basis for Blueray Cargo (Group) in determining entry access for shipments through green lanes.
On that basis, Blueray Cargo (Group)’s imported goods were cleared more quickly from the supervision process at the Customs Section of the Directorate of Customs and Excise.
“Regarding the process of releasing Blueray Cargo (Group)’s goods, it was always facilitated by Rizal, Sisprian Subiaksono, and Orlando Hamonangan Sianipar by not conducting detailed supervision and inspection,” stated the prosecutor.
With the aim of expediting the release of Blueray Cargo (Group)’s imported goods from the supervision process at the Customs Section of the Directorate of Customs and Excise, the defendants, from July 2025 to January 2026, gave a total of Rp61,301,939,000 to several officials at the Directorate General of Customs and Excise. The money was given in Singapore dollars.
From that amount, Rizal received at least Rp14,000,000,000, Sisprian Rp7,000,000,000, and Orlando around Rp4,050,000,000. The remainder was enjoyed by other parties not yet prosecuted. One of them was Enov Puji Wijanarko, Head of Section I Import Enforcement at the Directorate of Enforcement and Investigation.
In addition, the defendants also provided entertainment facilities and luxury goods worth Rp1,845,000,000.
The details of facilities given to the Customs and Excise officials included entertainment facilities worth Rp1,450,000,000, one Tag Heuer watch worth Rp65,000,000 to Orlando, and one Mazda CX-5 car worth Rp330,000,000 to Enov Puji Wijanarko.
