KPK prosecutors disclosed the meeting between the Director General of Customs and Excise at the Ministry of Finance (Kemenkeu), Djaka Budi Utama, and the bribery suspect Blueray Cargo boss John Field at the Borobudur Hotel in Central Jakarta. This was revealed by the prosecutors during the examination of witness Orlando Hamonangan, Head of the Customs Intelligence Section I, Directorate of Enforcement and Investigation, Directorate General of Customs and Excise, at the Jakarta Corruption Court, on Wednesday (20 May).

The prosecutors initially asked about the origin of the meeting between Blueray Cargo’s John Field and Director General of Customs Djaka Budi Utama at the Borobudur Hotel, Central Jakarta, on 22 July 2025.

Orlando said he had been ordered by the Head of Intelligence of the Enforcement and Investigation Directorate, Sisprian Subiaksono, to arrange the meeting with John Field. He also said he had been instructed to tell John that the meeting would be attended by Djaka, Sisprian and Rizal, the Director of Enforcement and Investigation.

‘So you were told to contact Mr John so that he would come to the Borobudur Hotel,’ the prosecutor asked.

‘True,’ Orlando replied.

‘Then Mr Director General Djaka would meet, followed by Mr Rizal and Mr Sisprian, is that right?’ the prosecutor continued.

‘Yes, Sir,’ Orlando said.

During the session, Orlando said John had asked about the purpose of the meeting. However, he said he did not know the reasons and was only asked to contact John.

‘I’m not sure perhaps it was to make introductions or something, I don’t know, I was simply told to contact him,’ Orlando said.

Orlando said the Borobudur Hotel meeting took place between about 20:00 and 22:00 WIB. He stated the meeting was held in private between Djaka, Rizal and John at the Borobudur Hotel.

‘There were only six people present at the meeting. There was Mr Djaka, Mr Rizal and Mr John, with no Mr Sisprian at that moment,’ the prosecutor asked.

‘True,’ Orlando replied.

‘Where, to the witness’s knowledge, was Mr Sisprian?’ the prosecutor asked.

‘To be honest I forgot—perhaps he did not attend, I don’t think he did,’ Orlando explained.

Previously John Field, as head of Blueray Cargo (Group), was charged with bribing several officials at the Directorate General of Customs and Excise with a total of Rp61 billion and providing entertainment and luxury goods worth Rp1.8 billion.

The bribery offences were committed by John Field in collaboration with Defendant II Dedy Kurniawan Sukolo, as Operations Manager for Customs Clearance at Blueray Cargo (Group), and Defendant III Andri, as Head of the Import Documents Team at Blueray Cargo (Group).

The recipients of the bribes include Rizal, Director of Enforcement and Investigation; Sisprian Subiaksono, Head of Intelligence of the Enforcement and Investigation Directorate; and Orlando Hamonangan, Head of the Customs Intelligence Section I of the Enforcement and Investigation Directorate.

The cluster of customs officials will be charged in separate files.

Of the total, Rizal received at least Rp14,000,000,000, Sisprian Rp7,000,000,000, and Orlando around Rp4,050,000,000. The remainder was enjoyed by other parties not yet brought to justice. One of them is Enov Puji Wijanarko, Head of the Import Enforcement Section I, Directorate of Enforcement and Investigation.

Meanwhile, the details of facilities provided to the customs officials include entertainment valued at Rp1,450,000,000 and one Tag Heuer watch valued at Rp65,000,000 for Orlando, and one Mazda CX-5 car valued at Rp330,000,000 for Enov Puji Wijanarko.

According to the prosecutor, the bribe was provided so that officials at the Directorate General of Customs and Excise would facilitate faster clearance of Blueray Cargo (Group) imports through the customs supervision process.

The acts of the defendants constitute corruption offences under Article 605(1)(a) of Law Number 1 of 2023 on the Indonesian Criminal Code (KUHP) as amended by Article VII No. 48 of Law Number 1 of 2026 on Penalty Adjustments, in conjunction with Article 20(h) (likely mis-typo; original says huruf c) and Article 126(1) KUHP.

Or Article 606(1) KUHP in conjunction with Article VII No. 49 of the Penalty Adjustment Law, in conjunction with Article 20(h) (c) and Article 126(1) KUHP.
