KPK Proposes Tiered Party Membership for Political Cadres, from Youth, Intermediate, and Senior Levels

JAKARTA, KOMPAS.com - The Corruption Eradication Commission (KPK) has proposed a tiered membership system for political party cadres, starting from intermediate, senior, and youth levels. The KPK is pushing for this proposal to be included as a clause in the revision of Article 29 of Law No. 2 of 2011 on Political Parties (Political Parties Law). “Regarding political party membership in Article 29 Paragraph (1) letter a, it is added that political party members consist of youth members, intermediate members, and senior members,” stated the KPK’s Monitoring Directorate on Thursday (23/4/2026). The KPK also proposes that the requirements for cadres aspiring to become candidates for the DPR/DPRD be clearly specified and tiered in the law under Article 29 paragraph (1a). For example, candidates for DPR members must come from senior cadres, while candidates for provincial DPRD members must come from intermediate cadres. In addition, the KPK recommends that the Ministry of Home Affairs develop standardisation and a reporting system for party cadre development that is integrated with political party financial assistance (banpol). The KPK also proposes regulations on limiting the term of office of the general chairman of a political party to a maximum of two management periods to ensure the implementation of cadre development. “Requirements for prospective presidential/vice-presidential/regional head/deputy regional head candidates, in addition to being democratic and open, add a clause that they come from the party’s cadre development system,” stated the KPK.
