JAKARTA, KOMPAS.com - The Corruption Eradication Commission (KPK) proposes that the requirements for presidential/vice-presidential/regional head/deputy regional head candidates should originate from a cadre system.

KPK encourages that these requirements become a clause added to the revision of Article 29 of Law No. 2 of 2011 on Political Parties.

“The requirements for prospective presidential/vice-presidential/regional head/deputy regional head candidates, in addition to being democratic and open, add a clause originating from the party cadre system,” stated the KPK Monitoring Directorate on Thursday (23/4/2026).

KPK recommends that requirements for presidential candidates and regional head candidates originate from the party cadre system based on findings that there is no integrated cadre system standard yet.

“Then, the requirements for cadres who become prospective members of the House of Representatives/Regional House of Representatives are clearly stated and tiered in Law Article 29 Paragraph (1a). For example: House of Representatives candidates originate from main cadres, Provincial Regional House of Representatives candidates originate from intermediate cadres,” according to KPK’s explanation.

KPK also proposes that the Ministry of Home Affairs compile standardisation and an integrated party political cadre reporting system with political assistance.

“To ensure the implementation of cadre development, regulation of the leadership term limit for general chairmen of parties to a maximum is needed,” according to KPK’s explanation.
