JAKARTA, KOMPAS.com - Democratic Party Secretary General Herman Khaeron stated that the tenure of political party leaders is regulated by internal party rules. Herman also urged the government not to impose limits on the tenure of party chairmen or equivalent positions. “The tenure of the party chairman is governed by the party’s internal rules. Therefore, the government does not need to impose restrictions on the tenure of the chairman or other names,” Herman told Kompas.com on Thursday (23/4/2026). Furthermore, Herman said, the mechanisms and organisational procedures of the party are also internal party matters. “Democracy within the party is not determined by restrictions, but by the congress mechanism or other mechanisms for appointing the chairman in each party. As long as the cadres who hold the votes give their support and trust to their chairman, that is the democratic process,” he added. The KPK has proposed limiting the tenure of political party chairmen to a maximum of two management periods. This proposal was submitted by the KPK’s Monitoring Directorate in its study on political party governance, which found that there is no integrated standard for cadre development systems. “To ensure the implementation of cadre development, regulations are needed on the leadership limit for party chairmen to a maximum of two management periods,” stated the KPK’s Monitoring Directorate on Wednesday (22/4/2026). “Encouraging political parties to implement Constitutional Court Decision Number 60/PUU-XXII/2024 on the minimum threshold for selecting regional heads through recruitment of regional head candidates based on cadre development,” it further stated. The KPK also proposed several additions to the revision of Article 29 of Law Number 2 of 2011 on Political Parties, namely regarding party membership in Article 29 paragraph (1) letter a, adding that party members consist of young, intermediate, and senior members.
