JAKARTA, KOMPAS.com - Muhammad Khozin, a member of House of Representatives Commission II from the PKB faction, considers the Corruption Eradication Commission’s (KPK) proposal to limit the tenure of political party chairmen to just two terms as contrary to history.

Moreover, Khozin stated that the proposal also exceeds the KPK’s authority, which should focus on law enforcement.

“Regarding the KPK’s recommendation to limit the tenure of political party chairmen to a maximum of 2 terms to ensure cadre development runs smoothly, this is an ahistorical proposal, without legal basis, and exceeds the KPK’s authority,” Khozin told Kompas.com on Thursday (23/4/2026).

According to him, the logic built by the KPK that limiting the tenure of party chairmen would enable cadre development is not appropriate.

“In practice, the cadre development process in political parties today, without any tenure limits for party chairmen, runs very dynamically. Cadre development is a natural law in political parties. Political parties need cadres to fight for the party’s vision and mission,” he emphasised.

He noted that the regulation of internal political party affairs is left to each political party, which prioritises the principle of deliberation and is enshrined in each party’s articles of association and bylaws.

The KPK proposes limiting the tenure of political party chairmen to a maximum of 2 management terms.

This proposal was submitted by the KPK’s Monitoring Directorate in its study on political party governance, which found that there is no integrated standard for cadre development systems.

“To ensure cadre development runs smoothly, a regulation is needed to limit the leadership of party chairmen to a maximum of 2 terms of management,” stated the KPK’s Monitoring Directorate on Wednesday (22/4/2026).

“It encourages political parties to implement Constitutional Court Decision Number 60/PUU-XXII/2024 on the minimum threshold for regional head elections through recruitment of candidates based on cadre development,” it added.

The KPK also proposes several additions to the revision of Article 29 of Law Number 2 of 2011 on Political Parties, namely regarding party membership in Article 29 paragraph (1) letter a, adding that party members consist of young, intermediate, and senior members.
