Jakarta (ANTARA) - The Corruption Eradication Commission (KPK) has proposed five points for improvement in the conduct of general elections (pemilu) to minimise the potential for corruption.

The proposals stem from a KPK study that identified corruption risks in election administration, as detailed in the Appendix to the 2025 Annual Report from the KPK’s Monitoring Directorate, accessed in Jakarta on Friday.

First, the KPK urges the strengthening of election officials’ integrity through improved selection mechanisms, process transparency, and public involvement in background checks. This effort can also be supported by optimising the Political Party Information System (SIPOL).

Third, reforms to campaign financing, including regulations on campaign methods and types, as well as restrictions on cash usage.

Fourth, the gradual implementation of electronic voting and vote tabulation at national and regional elections.

Fifth, strengthening election law enforcement by clarifying norms, expanding legal subjects to include everyone as both giver and receiver, and aligning regulations for legislative and regional head elections.

In addition, the integrity of election officials is still considered weak, as evidenced by ethics code violations and potential vote manipulation.

The KPK also found that party political nomination processes tend to be transactional, where candidate selection and numbering are influenced by elite interests and financial capabilities.

Other findings include indications of bribery towards election officials in the counting, vote tabulation, and dispute resolution processes.

Furthermore, enforcement of election violations is deemed suboptimal due to weak norms, limited legal subjects, insufficiently firm sanctions, and lack of alignment between national and regional election regulations.
