KPK Probes Procurement in BBPJN and North Sumatra PUPR Department

Jakarta (ANTARA) - Indonesia’s Corruption Eradication Commission (KPK) is delving into the procurement of goods and services within the North Sumatra Regional Directorate for National Road Implementation (BBPJN) and the Provincial Public Works and Spatial Planning Department of North Sumatra. KPK spokesperson Budi Prasetyo stated that the agency is examining this matter by questioning 12 witnesses on 6 May 2026. “Investigators are probing the witnesses’ knowledge regarding the procurement of goods and services in BBPJN and the North Sumatra PUPR Department,” Budi told journalists in Jakarta on Friday. He said the witnesses include THL as Commissioner of PT Dalihan Natolu Group, SAM as Director of Dalihan Natolu Group, MRM as Treasurer of Dalihan Natolu Group, as well as AAH and SL as employees of Dalihan Natolu Group. Additionally, MH as Director of PT Rona Na Mora, MS as President Director of PT Ayu Septa Perdana, and AA as Project Coordinator of PT Ayu Septa Perdana. Further, SR as the commitment-making official in the North Sumatra Region I PJN Work Unit, FSH as the Project Implementation Officer in the North Sumatra Region II Satker BBPJN, GTS as the Field Coordinator for the PPK in BBPJN North Sumatra, and SS as a civil servant in the North Sumatra Region II PJN. Previously, on 26 June 2025, KPK conducted a sting operation related to an alleged corruption case in the road construction project within the Provincial Public Works and Spatial Planning Department of North Sumatra and the North Sumatra Region I National Road Implementation Work Unit. Subsequently, on 28 June 2025, KPK named five individuals as suspects in the case, which is divided into two clusters. They are the Head of the North Sumatra PUPR Department Topan Obaja Putra Ginting (TOP), the Head of the Gunung Tua Regional Technical Implementation Unit of the North Sumatra PUPR Department doubling as commitment-making official Rasuli Efendi Siregar (RES), the Project Implementation Officer in the North Sumatra Region I PJN Satker Heliyanto (HEL), President Director of PT Dalihan Natolu Group Muhammad Akhirun (KIR), and Director of PT Rona Na Mora Muhammad Rayhan Dulasmi Piliang (RAY). Regarding the roles of the suspects, KPK alleges that Akhirun and Rayhan Piliang acted as bribe givers. Meanwhile, the recipients of the funds in the first cluster are Topan Ginting and Rasuli Efendi Siregar, while in the second cluster it is Heliyanto. On 5 May 2026, KPK began summoning several witnesses in the case and announced further developments using a general investigation warrant, so no additional suspects have been named yet.
