KPK Probes Origins of Funds from 16 Regional Heads for Bupati Gatut's 'Quota'

The Corruption Eradication Commission (KPK) is still delving into the matter of funds provided by 16 heads of regional apparatus organisations (OPDs) to Tulungagung Regent Gatut Sunu Wibowo (GSW) in the alleged extortion case. KPK continues to investigate the sources of the money given by the OPDs to fulfil the ‘quota’ demanded by Regent Gatut.

“All of this is still being thoroughly examined and traced, including, of course, this also opens up possibilities when these extorted parties prepare the money from their personal pockets or from other sources; that will certainly be further developed by the investigators,” stated KPK spokesperson Budi Prasetyo to reporters at the KPK building in South Jakarta on Friday (17/4/2026).

Previously, KPK revealed that several heads of OPDs in Tulungagung Regency had to borrow money to meet the ‘quota’ demands from Regent Gatut Sunu Wibowo (GSW) to avoid being dismissed. Some OPD heads even had to use personal funds to fulfil the regent’s requests.

“In this Tulungagung case, we found facts that to meet the regent’s demands, some OPDs even had to borrow funds and use personal money,” said KPK Deputy for Enforcement and Execution Asep Guntur Rahayu during a press conference at the KPK building in South Jakarta on Saturday (11/4).

Asep noted that with such phenomena, it is not impossible that new corruption crimes will emerge in the Tulungagung Regency government environment. Because, according to him, the OPD heads are open to possibilities of arranging projects or engaging in gratuities in collecting the required funds to be handed over to the regent.

He also conveyed that, fundamentally, the regent as a state official already receives legitimate financial rights through salary and special operational funds, so there should be no need to engage in extortion against regional apparatus.

“Imposing personal needs outside of official duties on regional apparatus or on departmental budgets is an illegal act,” stated Asep.

In its developments, KPK continues to conduct searches at several locations in this case. Today, KPK conducted searches at four locations and seized Rp 95 million in cash.

“In this search, the investigators secured several documents related to procurement and budgeting in Tulungagung Regency. In addition, the investigators also secured cash amounting to approximately Rp 95 million,” explained KPK spokesperson Budi Prasetyo.

Budi stated that marathon searches have been conducted this week related to the Gatut extortion case. “This week, the field team has been conducting marathon search activities,” he said.

For information, Gatut set an extortion target of up to Rp 5 billion. However, until he was finally arrested, Regent Gatut only managed to collect Rp 2.7 billion.

There are 16 department heads in the Tulungagung Regency government who were asked for quota money. The amounts demanded ranged from Rp 15 million to Rp 2.8 billion.
