KPK: Pekalongan Regent Fadia Arafiq Has Full Control Over PT Raja Nusantara Berjaya, Including Distribution of Funds
JAKARTA, KOMPAS.com - The Corruption Eradication Commission (KPK) says Pekalongan Regency (Bupati Pekalongan) Fadia Arafiq has full control over the management of PT Raja Nusantara Berjaya (RNB), including distributing money to family members and individuals within the Pekalongan Regency government.
This was conveyed by KPK spokesperson Budi Prasetyo while responding to developments in the handling of a case of suspected corruption in the procurement of goods and services that implicates Fadia Arafiq.
“Where, in the management of the company, the regent has full control to regulate cash inflows, cash outflows, including the distribution of money to relatives or to parties within the regent’s circle, including trusted aides,” he said, at the Merah Putih Building, Jakarta, Friday (6 March 2026).
Budi said the company was deliberately established by Fadia Arafiq to carry out goods and services procurements within the Pekalongan Regency government.
Budi said the KPK will subsequently summon Fadia Arafiq’s husband, Mukhtaruddin Ashraff Abu, and her son, Muhammad Sabiq Ashraff, in connection with the case.
“Tentatively, investigators will summon the husband and the son, both in relation to alleged receipt of funds and the management of PT RNB,” he said.
Earlier, the KPK named Pekalongan Regent Fadia Arafiq as a suspect in a case of alleged corruption involving outsourcing procurement within the Pekalongan Regency government, on Wednesday (4 March 2026).
The KPK subsequently detained Fadia Arafiq for the first 20 days from 4-23 March 2026 at the State Detention House (Rutan) of the KPK Red Building Branch.
In this case, Fadia is suspected to be involved in a complete sequence: establishing the family-owned company PT Raja Nusantara Berjaya (RNB), taking part in procurement projects within the Pekalongan Regency government, directing subordinates to win contracts for her company, with billions of rupiah in profits flowing back to her family circle.
Moreover, most of PT RNB’s employees are Fadia’s campaign team members who were employed in several Pekalongan Regency government agencies.
In 2025, PT RNB dominated procurement projects in the Pekalongan Regency government by carrying out outsourcing services procurements in 17 Regional Work Units (Perangkat Daerah), 3 RSUDs, and 1 district.
Looking further, from 2023 to 2026, there were inbound transactions to PT RNB totaling Rp 46 billion sourced from contracts between PT RNB and Regional Work Units in the Pekalongan Regency government.
Then, from that money, Rp 22 billion was used to pay outsourcing staff salaries.
For her actions, Fadia is accused of having committed corruption as regulated in Article 12 letter i and Article 12 B of Law Number 31 of 1999 on the Eradication of Tindak Pidana Korupsi as amended by Law Number 20 of 2001, read together with Article 127(1) of Law Number 1 of 2023 concerning the Penal Code (KUHP).
