KPK Oversees Klungkung Student Admissions, Flagship Schools Under Scrutiny
The implementation of the New Student Admission Selection (SPMB) for the 2026/2027 academic year in Klungkung, Bali, is under strict supervision by the Corruption Eradication Commission (KPK). The Klungkung Education, Youth and Sports Office (Disdikbupora) has reminded all committees to comply with the applicable technical guidelines (Juknis). Several popular schools considered prone to violations have also come under the spotlight.
Head of the Klungkung Dikbudpora Office, I Ketut Sujana, stressed that all stages of the SPMB must follow the established Juknis, leaving no room for modification in the field. He noted that KPK oversight means potential violations are no longer merely administrative or civil matters but could enter the criminal domain.
“It is true, there has been a circular letter from the KPK. So the public also needs to know this for mutual understanding. In this year’s SPMB implementation, we are committed to doing it accountably and transparently,” Sujana told the press on Friday (19/6/2026).
Sujana added that the SPMB process must be free from illegal levies, discrimination, and the practice of reserving places through connections. This is a particular concern in popular schools that have historically been in high demand. Schools under scrutiny include SDN 1 Semarapura Tengah and SDN 1 Semarapura Kangin in Klungkung District. For the junior secondary level, SMPN 1 and SMPN 2 Semarapura are the focus.
“This intervention from the KPK serves as a reminder so that none of our colleagues get entangled in legal cases due to mistakes in admitting new students. We ensure that the capacity of primary and junior secondary schools has been met. In general, the technicalities of admissions are not much different from the previous year,” Sujana explained.
According to the 2026/2027 SPMB technical guidelines, every school must limit the maximum number of students to 32 per study group (rombel) with a total of 9 study groups. For the primary level, the maximum is 28 students per study group. “This cannot be exceeded. Even one extra student could become a finding and the data will immediately turn red in Dapodik. The school could be sanctioned by not receiving School Operational Assistance Funds (BOSP). Previously, SMPN 1 Semarapura had 45 students per study group,” Sujana clarified.
The regulation is also reinforced by a ban on the double-shift learning system in several schools, including SMPN 1 Semarapura and SMPN 1 Dawan. “We have been given a three-year timeframe. Starting this academic year, there must be no more double shifts,” he concluded.
Head of Primary Education at Disdikbudpora Klungkung, Wayan Sarjana, detailed the technical breakdown of SPMB quotas. Registration opens from 22 June 2026 through the achievement, disadvantaged affirmation, domicile, and mutation pathways. For kindergarten and primary levels, quotas are divided via the domicile pathway at 80 percent, affirmation at 15 percent, and mutation at 5 percent. For junior secondary schools, the scheme differentiates between the Achievement and Sports Class Student Schools (SIKEPO) and non-SIKEPO schools.
The SIKEPO junior secondary quota consists of an academic achievement pathway of 15 percent, divided into Academic Competency Test (TKA) at 10 percent and non-TKA at 5 percent. Non-academic achievement accounts for 10 percent, comprising arts at 5 percent and sports at 5 percent. The domicile pathway accounts for 50 percent, disadvantaged affirmation for 20 percent, and mutation for 5 percent. “These SIKEPO schools consist of all SMPN 1 in each sub-district, so there are four in total,” Sarjana added.
For Non-SIKEPO junior secondary schools, the quota composition is academic achievement at 15 percent (TKA 10 percent and other academic 5 percent), non-academic achievement at 10 percent, domicile at 50 percent, and affirmation at 20 percent. “For domicile, the latest rule is that the submitted Family Card (KK) must list the domicile of both parents. So it cannot just be a proxy address,” Sarjana explained.
The SPMB Klungkung 2026 registration schedule is as follows: For SIKEPO and Non-SIKEPO junior secondary schools (Achievement, Affirmation, Mutation), registration runs from 22 to 24 June 2026, with announcements on 29 June and re-registration on 30 June. For kindergarten (Domicile, Affirmation, Mutation) and primary schools (Affirmation, Mutation), registration is also 22 to 24 June, with announcements on 29 June and re-registration on 30 June. For primary and junior secondary schools via the Domicile pathway, registration is from 1 to 4 July 2026, with announcements on 9 July and re-registration from 10 to 11 July 2026.
