KPK Oversees Improvements at ASDP Following Corruption Allegations
The Corruption Eradability Commission (KPK), through its State-Owned Enterprise Anti-Corruption Directorate, is overseeing improvements at PT ASDP Indonesia Ferry (Persero) following the handling of alleged corruption cases within the company.
“Following enforcement actions, we are not only looking at the issue from a law enforcement perspective, but also identifying risks, providing recommendations for improvement, and monitoring follow-up actions to ensure that governance reforms are implemented concretely,” said KPK Spokesperson Budi Prasetyo to journalists in Jakarta on Thursday.
Budi stated that the KPK is working alongside ASDP’s internal teams to oversee the improvements of the state-owned enterprise. He further explained that in 2025, the KPK mapped three areas within ASDP’s governance that are prone to corruption risks: new vessel procurement, fleet management, and the integration of passenger manifests.
“This mapping serves as the basis for the KPK to develop system improvement recommendations in collaboration with ASDP,” he said.
He continued that in 2026, the KPK began monitoring the follow-up on these recommendations. “From our monitoring results, the KPK observes progress moving from the recommendation stage towards system changes and implementation,” he added.
He explained that ASDP has drafted updated board of directors’ decisions that consolidate provisions for new vessel procurement, non-new vessels, and leasing schemes into a single integrated regulation. According to him, the drafting process, conducted by ASDP with assistance from the Financial and Development Supervisory Agency (BPKP), has accommodated most of the KPK’s recommendations.
“During the most recent monitoring, the regulation entered the signing process by the board of directors, while the KPK is still providing notes to refine certain provisions,” he noted.
He also mentioned that ASDP has been working towards integrating data between the Ferizy and Inaportnet systems. “This process has entered the stage of signing a non-disclosure memorandum of understanding between the Ministry of Transport and ASDP, conducting pilot projects at Tanjung Uban Ferry Terminal, and agreeing on necessary system changes,” he said.
Nevertheless, he stated that the KPK continues to oversee internal improvements at ASDP. “In August 2026, the KPK, through the AKBU Directorate, conducted field reviews at three locations: Ketapang–Banyuwangi, Surabaya, and Bitung, North Sulawesi,” he said.
Previously, the KPK investigated alleged corruption regarding the business cooperation and acquisition of PT Jembatan Nusantara by PT ASDP between 2019 and 2022. On 28 November 2025, President Prabowo Subianto granted rehabilitation to the President Director of PT ASDP for the 2017–2024 period, Ira Puspadewi, the Commercial and Service Director for 2019–2024, Muhammad Yusuf Hadi, and the Planning and Development Director for 2020–2024, Harry Muhammad Adhi Caksono. Meanwhile, the KPK is still investigating the case involving a suspect named Adjie, the owner of PT Jembatan Nusantara.
