KPK Names West Lombok Regent Suspect in Project Manipulation and IDR 12.4 Billion Bribery Case

The Corruption Eradication Commission (KPK) has named West Lombok Regent Lalu Ahmad Zaini a suspect in a graft case for allegedly participating in project manipulation and receiving bribes. Total receipts are suspected to have reached IDR 12.4 billion in the form of cash and goods.

“Based on valid preliminary evidence, the KPK has elevated this case to the investigation stage and named three individuals as suspects,” said KPK Acting Director of Investigation Achmad Taufik Husein during a press conference at the KPK building on Jalan Kuningan Persada, South Jakarta, on Tuesday (21/7/2026).

The suspects are:

  1. Lalu Ahmad Zaini, Regent of West Lombok

  2. Sudirman, President Director of PT Air Minum Giri Menang West Lombok (PT AMGM)

  3. Alvonsus Gani, President Director of PT Meconel Sistim Instrument (PT MSI).

The KPK has charged Lalu Ahmad and Sudirman under Article 12 letter i and Article 12 letter a or letter b and/or Article 12B of the Anti-Corruption Law in conjunction with Article 20 letter c in conjunction with Article 21 of the Criminal Code. Meanwhile, Alvonsus has been charged under Article 605 or Article 606 paragraph (1) of the Criminal Code in conjunction with the Criminal Adjustment Law.

The KPK suspects the case began with an order from Lalu Ahmad to the Head of the West Lombok Public Works, Spatial Planning, Housing and Settlement Areas Agency (PUPRPKP), Lalu Ratnawi, to help Sudirman secure projects. Subsequently, Sudirman used CV Dyas Karya Konstruksi (CV DKK) as a project pool bucket.

“SUD then ‘borrowed the flags’ of several providers, so that the name CV DKK was not administratively recorded as the project winner at the West Lombok PUPRPKP Agency. SUD did this so that CV DKK would not be captured by the public as the execution of these project packages was fraught with conflicts of interest,” he stated.

The project tender requirements were then rigged to ensure Sudirman’s victory. In short, Sudirman won projects worth IDR 17.9 billion at the West Lombok PUPRPKP Agency through tenders and direct appointments.

The list of projects is as follows:

Through the tender process:

  1. Rehabilitation of Gerung City Park 2025 worth IDR 2.3 billion;

  2. Rehabilitation of Gerung City Park Phase II 2026 worth IDR 4.3 billion;

  3. Construction of an Office Building 2025 worth IDR 2.4 billion;

  4. Renovation of the West Lombok Regent’s Office Building worth IDR 1.7 billion.

Through direct appointment:

  1. Eight work packages at the PUPR Agency 2025 worth IDR 3.4 billion;

  2. Four work packages at the General Affairs Division 2025 worth IDR 2 billion;

  3. Sixteen work packages at PT Air Minum Giri Menang, the regional water company, 2025 worth IDR 1.8 billion.

Sudirman allegedly provided a 3 percent fee to the providers whose names were borrowed. He is suspected of gaining a profit of IDR 10.6 billion through CV DKK.

Additionally, CV DKK also received projects at the Regional Development Planning Agency (Bappeda) and the Youth and Sports Agency (Dispora) of West Lombok. The total value reached IDR 31.1 billion.

“From the total of IDR 41.7 billion received by SUD through CV DKK, a portion was channelled to LAZ as Regent, amounting to IDR 10.8 billion,” said Achmad Taufik.

Furthermore, Lalu Ahmad is also suspected of receiving bribes from Alvonsus. The bribe was allegedly channelled to Lalu Ahmad through Sudirman after Alvonsus’s company won a clean water management project in West Lombok worth IDR 27.1 billion.

“For the project undertaken, PT MSI is suspected of routinely providing goods, facilities, and cash to LAZ, which is suspected to have reached more than IDR 1.6 billion,” he stated.

The details are as follows:

  • One Toyota Alphard car worth IDR 1.2 billion;

  • One pair of Hermes shoes worth IDR 19 million;

  • Travel accommodation for the LOP-JKT route (the Regent frequently travelled round-trip between Lombok and Jakarta);

  • Cash amounting to at least IDR 380 million;

  • One iPhone 17 Pro mobile phone worth IDR 26 million;

  • One sacrificial cow worth IDR 17 million.

In total, Lalu Ahmad is suspected of receiving IDR 12.4 billion in cash, goods, and facilities.
