KPK: Military and Police Have Already Received Holiday Allowance; Regional Leaders Need Not Provide Additional Payment
The Corruption Eradication Commission (KPK) has stated that regional heads do not need to provide holiday allowances (THR) to regional leadership coordination forums (forkopimda) such as the military, police, prosecutors, and judges who are part of the civil service apparatus, as they have already received these from the Indonesian Government.
The KPK made this statement when discussing extortion allegations against Cilacap Regent Syamsul Auliya Rachman (AUL), who allegedly engaged in extortion to provide holiday allowances to forkopimda in Cilacap Regency, Central Java.
“The Government has provided holiday allowances to 10.5 million civil servants, military, and police across Indonesia with a total value reaching 55.1 trillion rupiah. Therefore, what Regent AUL did should not have been done because both civil servants, military, and police have already received holiday allowances reaching 55.1 trillion rupiah from the government,” said KPK Deputy for Enforcement and Execution Asep Guntur Rahayu at the KPK’s Red and White Building in Jakarta on Saturday evening, 14 March.
He further stated that regional heads do not need to provide holiday allowances in order to maintain good relations between the regional government and forkopimda.
Previously, on 13 March 2026, the KPK announced its ninth hand-catch operation of the year and the third during Ramadhan. The operation arrested Cilacap Regent Syamsul Auliya Rachman and 26 others, and seized cash in rupiah.
On 14 March 2026, the KPK designated Syamsul Auliya Rachman (AUL) and Cilacap Regional Secretary Sadmoko Danardoo (SAD) as suspects in a case involving alleged extortion and other forms of unlawful receipt in Cilacap Regency Government during the 2025–2026 budget year.
Syamsul Auliya targeted obtaining 750 million rupiah through extortion, with 515 million rupiah allocated for holiday allowances to Cilacap Regency’s Regional Leadership Coordination Forum and the remainder for personal use. However, he had only collected 610 million rupiah before his arrest by the KPK.
