KPK Maps Companies Suspected of Receiving Fees in West Lombok Regent Project Manipulation Case
One of the suspects in the corruption case involving project-fixing and bribery by West Lombok (Lobar) Regent Lalu Ahmad Zaini (LAZ), Sudirman (SUD), used a number of companies to obtain goods and services procurement projects. These companies received a 3 per cent fee from the projects Sudirman secured at the West Lombok regency government.
Acting Director of KPK Investigations Achmad Taufik Husein explained that investigators had detected several companies whose names were used by Sudirman to win projects at the West Lombok regency government. Taufik said that during the investigation process, the KPK would ask these companies to return the fees given by Sudirman.
“In a situation like that, usually during the investigation process, we will request the return of those unlawful fees, so it also becomes asset recovery that will be focused on by the investigative team for the recovery of state finances. But we already have the data, and we will develop it further during the investigation,” Taufik said at a press conference at the KPK building in Kuningan, South Jakarta, on Tuesday (21/7/2026).
Taufik also explained that as long as these companies are not involved in the construction of the criminal scheme uncovered by investigators, there will be no issue. He believes the companies were unaware of Sudirman’s dirty tricks.
“As long as those flag-bearer companies do not meddle in the scheme, yes. They may not have been informed that SUD would be used for that — namely winning projects unlawfully — and were simply used for activities they may have considered legal,” Taufik said.
It is understood that the KPK has named three suspects in this case:
Lalu Ahmad Zaini, as Regent of West Lombok
Sudirman, as President Director of PT Air Minum Giri Menang Lombok Barat (PT AMGM)
Alvonsus Gani, as President Director of PT Meconel Sistim Instrument (PT MSI).
The case began with an instruction from Lalu Ahmad to the head of the West Lombok Public Works and Spatial Planning Office (Kadis PUPRPKP), Lalu Ratnawi, to help Sudirman win projects. Sudirman then used CV Dyas Karya Konstruksi (DKK) as a project pool.
“SUD then ‘borrowed the flags’ of a number of providers, so that the name CV DKK was not recorded administratively as the winning bidder at the West Lombok PUPRPKP Office. This was done by SUD so that CV DKK would not be captured by the public — that the execution of these project packages was riddled with conflicts of interest,” he said.
The tender requirements were then arranged so that Sudirman would indeed win. In short, Sudirman won projects worth Rp 17.9 billion at the West Lombok PUPRPKP Office through tenders and direct appointments.
The list of projects is as follows:
Through tender processes:
Rehabilitation of Gerung City Park 2025, worth Rp 2.3 billion;
Second-phase rehabilitation of Gerung City Park 2026, worth Rp 4.3 billion;
Construction of an office building 2025, worth Rp 2.4 billion;
Renovation of the West Lombok Regent’s office building, worth Rp 1.7 billion.
Through direct appointments:
Eight work packages at the Public Works Office in 2025, worth Rp 3.4 billion;
Four work packages at the General Affairs Division in 2025, worth Rp 2 billion;
Sixteen work packages at PT Air Minum Giri Menang, the regional drinking water company, in 2025, worth Rp 1.8 billion.
Sudirman allegedly paid a 3 per cent fee to the providers whose names he borrowed. He is suspected of having made a profit of Rp 10.6 billion through CV DKK.
In addition, CV DKK received projects from the West Lombok Regional Development Planning Agency (Bappeda) and the Youth and Sports Office (Dispora), bringing the total to Rp 31.1 billion.
“Of the Rp 41.7 billion received by SUD through CV DKK, part of it was channelled to LAZ as Regent, amounting to Rp 10.8 billion,” said Achmad Taufik.
In total, Lalu Ahmad is alleged to have received Rp 12.4 billion in the form of money, goods and facilities.
