KPK: Kuansing Regent Allegedly Cut Employee Allowances by 50%
The Corruption Eradication Commission (KPK) has disclosed new findings in the corruption case involving the inactive Regent of Kuantan Singingi (Kuansing), Suhardiman Amby. While still in office, Amby allegedly made significant deductions from the Tambahan Penghasilan Pegawai (TPP), or Additional Employee Income, of civil servants within the Kuansing Regency Government.
Acting Director of Investigations at the KPK, Achmad Taufik Husein, stated that based on information received by investigators, the deduction of employee entitlements reached 50 percent. “It was conveyed that the deduction was carried out up to around 50 percent,” said Achmad Taufik Husein at the KPK’s Merah Putih Building in Jakarta on Tuesday (5/8).
Beyond the TPP deductions, the investigation also uncovered other alleged fraudulent practices related to the reimbursement of honorariums. Taufik explained that Suhardiman Amby is suspected of using improper methods to return overpayments of honorariums that were flagged as findings by the Audit Board of Indonesia (BPK). Instead of using personal funds, staff and civil servants within the Kuansing Regency Government were allegedly forced to contribute to cover the audit findings so that the regent could return the money to the state treasury.
“To return this, facts were found that staff or civil servants within the Kuansing Regency Government were asked to cover or contribute so that the regent could return the money according to the BPK’s findings,” Taufik clarified. The investigation team is currently deepening these findings to strengthen the case construction. The KPK was also previously known to be investigating the auction process for positions ranging from the Head of the Public Works and Spatial Planning Agency to the Regional Secretary of Kuansing.
This case originated from a sting operation conducted by the KPK in Kuansing Regency and Jakarta on 29 June 2026. In the 14th such operation of the year, the anti-corruption agency secured 10 individuals. Suhardiman Amby and Kuansing Regional Secretary Zulkarnain subsequently surrendered to the KPK on 30 June 2026. On 1 July 2026, the KPK officially named three suspects, charging them with bribery related to the buying and selling of positions within the Kuansing Regency Government for the 2021-2026 period. In addition to the position auction case, the KPK is also investigating allegations of gratuities received by Suhardiman related to the release of limited production forest areas in the region.
