KPK Issues Six SP3s, Including Cases of Deceased Suspects and Won Pretrial Motions
The Corruption Eradication Commission (KPK) has issued six termination of investigation orders (SP3) up to the middle of this year. The six SP3s have been reported to the KPK Supervisory Board (Dewas) this year.
Acting Director of Investigations at the KPK, Achmad Taufik Husein, explained that the SP3s were issued for cases in which the suspect had died or in which the case had been lost at the pre-trial stage. Four SP3s were reported in 2026, whilst the other two dated from 2025 but were only reported to Dewas this year.
“These two SP3s were only reported to the KPK Supervisory Board in the 2026 period,” Achmad Taufik told journalists on Monday (3/8/2026).
The following is a list of SP3s issued by the KPK:
To Siman Bahar, former President Director of PT Loco Montrado, who died in 2026;
To Kusnadi, former speaker of the East Java Regional Representative Council (DPRD), who died in 2025;
To Budhi Sarwono, former Regent of Banjarnegara, who died in 2024;
To Indra Iskandar, Secretary General of the DPR RI, who won a pre-trial challenge;
To Edward Omar Sharif Hiariej and his subordinates, who won a pre-trial challenge.
Separately, KPK spokesperson Budi Prasetyo said the issuance of SP3s was required by investigators for a number of reasons, one of which being the death of a suspect.
“Such as Pak Siman Bahar, then Pak Kusnadi, and Pak Budi Sarwono — these were suspects who subsequently passed away,” he said.
Regarding cases lost at the pre-trial stage, such as the Indra Iskandar case, Budi said they would be reviewed further. However, the SP3 was still issued because the suspect status had been nullified.
“When the pre-trial petition filed by the suspect, Pak Indra Iskandar, was granted due to formal deficiencies in the investigative process, this meant the investigation was nullified, so the KPK issued an SP3 to terminate the investigation,” he said.
As previously reported, during the first half of 2026, Dewas received 2,093 notifications from the KPK regarding enforcement actions taken. All notifications of wiretapping were submitted on time, but there were delays in notifications of searches, seizures, and SP3s.
The details are as follows:
Wiretapping: 762 notifications (762 on time);
Searches: 232 notifications (152 on time, 80 late);
Seizures: 1,093 notifications (893 on time, 200 late);
SP3s: 6 notifications (4 on time, 2 late).
Member of the KPK Supervisory Board, Benny Mamoto, gave critical notes on several delayed notifications of enforcement actions. These notes were conveyed to the KPK in the interest of upholding legal certainty.
“The KPK Supervisory Board has given critical notes urging the Deputyship for Enforcement and Execution to improve the timeliness of notifications of searches, seizures, and SP3s, in the interest of legal certainty,” said Benny at a press conference at the KPK ACLC building in Kuningan, Jakarta, on Monday (3/8).
