KPK Investigates Silmy Karim Over Extortion Case Regarding Foreign Worker Permits at Ministry of Manpower

The closed investigation originated as a follow-up to the case involving the Plan for the Use of Foreign Workers (RPTKA) at the Ministry of Manpower, which was handled by the KPK in 2025, alongside financial transaction data from the Financial Transaction Reports and Analysis Centre (PPATTK). “The information we have obtained is a development of the RPTKA case being monitored in 2025, supplemented by information from the PPATK. This means our basis is not solely from public complaints, but also from whistleblowers, internal sources, and various ministries and agencies,” stated KPK Chairman Setyo Budiyanto during a press conference at the KPK Merah Putih building, South Jakarta, on Thursday (4/2/2026).

In the case involving extortion and gratification related to foreign national stay permits, the KPK also received reports from the PPATK regarding financial transactions involving employees of the Ministry of Immigration and Aliens (Kemen Imipas). The report identified fund flows amounting to Rp 366.7 billion. “In the PPATK report regarding financial transactions related to 35 employees of the Ministry of Immigration and Aliens for the period of 2019 to 2025, fund flows were discovered across 96 bank accounts with a total value reaching Rp 366.7 billion,” he explained.

In this matter, a total of eight individuals have been detained, including Silmy Karim. The list of detainees is as follows:

  6. Ronald Arman Abdullah (RAA), Head of Central Jakarta Immigration Office 2024-2025 and Head of Class I Special Non-TPI West Jakarta Immigration Office 2025-2026

  7. Juniadi Sri Priambudi (JSP), Head of the ITAS Status Change Team

  8. Gusti Benardiansyah (GST), Staff of the Stay Permit Sub-directorate
