KPK Investigates Motives Behind Cilacap Regent's Plan to Distribute Holiday Allowances to Regional Leadership Forum
Jakarta – Indonesia’s Corruption Eradication Commission (KPK) is investigating the motives of suspended Cilacap Regent Syamsul Auliya Rachman in preparing holiday allowances (THR) for the regional leadership coordination forum (Forkopimda) of Cilacap Regency, Central Java.
KPK spokesperson Budi Prasetyo stated that the commission is examining Rachman’s intentions in preparing the holiday allowances.
“Regarding the alleged funds collected by the Cilacap Regent which were supposedly to be distributed to the Forkopimda in Cilacap Regency, we are certainly investigating the motives, objectives, and the purpose of the fund distribution,” Budi told journalists on Wednesday, 18 March 2026.
Budi explained that the KPK’s investigation was prompted by the suspiciously large amount of the holiday allowances that Rachman intended to distribute.
“Particularly given the fantastical value to be given to each Forkopimda member. We will investigate what the purpose is. We must ensure that this holiday allowance distribution is not being used as a cover, for instance, if there are problems within the local government sphere so that conflicts of interest exist and are not exposed by local law enforcement,” he said.
Previously, on 13 March 2026, the KPK announced its ninth sting operation of 2026, and the third during Ramadhan. The operation arrested Cilacap Regent Syamsul Auliya Rachman and 26 others, and seized cash in rupiah.
On 14 March 2026, the KPK named Syamsul Auliya Rachman and Cilacap Regional Secretary Sadmoko Danardoo as suspects in the alleged extortion and illicit enrichment case within Cilacap Regency Government for fiscal years 2025–2026.
Rachman had targeted obtaining Rp750 million from the extortion, divided into Rp515 million for the Regional Leadership Coordination Forum’s holiday allowances and the remainder for personal use. However, he had only secured Rp610 million before his arrest by the KPK.
