KPK Investigates Motive Behind Syamsul Auliya's Plans to Provide Holiday Allowance for Cilacap Forkopimda
The Corruption Eradication Commission (KPK) is investigating the motive behind inactive Cilacap Regent Syamsul Auliya Rachman’s preparation of holiday allowances (Tunjangan Hari Raya or THR) for the Regional Leadership Coordination Forum (Forum Koordinasi Pimpinan Daerah or Forkopimda) in Cilacap, Central Java.
“Regarding the alleged funds collected by the Cilacap Regent that were intended to be given to the forkopimda in the Cilacap Regency area, we are certainly examining its motive, purpose, and what the plan is for distributing the funds,” said KPK Spokesperson Budi Prasetyo at KPK’s Red-White Building in Jakarta on Tuesday.
Budi explained that the KPK is conducting this investigation because the amount of THR that Syamsul Auliya planned to distribute is substantial.
“Especially since the amount is substantial to be given to each member of the forkopimda. We will examine what the purpose is. We need to ensure that this THR distribution method is not a mode to cover up, for instance, any problems within the local government area so that there might be conflicts of interest that are then not revealed by local law enforcement officials,” he said.
Previously, on 13 March 2026, the KPK announced its ninth sting operation for 2026 and the third during Ramadan. The operation arrested Cilacap Regent Syamsul Auliya Rachman and 26 others, and seized cash in rupiah.
On 14 March 2026, the KPK named Syamsul Auliya Rachman and Cilacap Regional Secretary Sadmoko Danardoo as suspects in an alleged extortion and illegal receipt case within the Cilacap Regency Government for the 2025-2026 fiscal year.
Syamsul Auliya targeted obtaining 750 million rupiah from the extortion, divided into 515 million rupiah for the Holiday Allowance (THR) of the Regional Leadership Coordination Forum (Forkopimda) in Cilacap Regency and the remainder for personal benefit. However, he had only secured 610 million rupiah before his arrest by the KPK.
