KPK Investigates Madiun Mayor for Demanding CSR Funds Despite Projects Not Yet Underway
Jakarta, Kompas.com - The Corruption Eradication Commission (KPK) is investigating allegations of demands for corporate social responsibility (CSR) funds made by the suspended Mayor of Madiun, Maidi, to developers despite their projects not yet being underway.
This matter was delved into by the KPK during the examination of 10 witnesses related to the extortion case implicating Maidi, on Wednesday (6/5/2026).
“During the examination of those witnesses, investigators delved into allegations of CSR demands by the Mayor to developers, while their projects were not yet running. If CSR was not provided, permits would not be issued,” said KPK spokesperson Budi Prasetyo, in his statement on Thursday (7/5/2026).
Previously, the KPK designated Madiun Mayor Maidi as a suspect in an extortion case involving project fees, CSR funds, and other gratuities within the Madiun City Government (Pemkot).
Not only Maidi, but the KPK also designated Rochim Ruhdiyanto, Maidi’s trusted aide, and Thariq Megah, Head of the Public Works Department of Madiun City, as suspects.
“The KPK has elevated this case to the investigation stage and designated three individuals as suspects,” said Acting Deputy for Enforcement and Execution of the KPK, Asep Guntur Rahayu, during a press conference at the KPK Merah Putih Building on Tuesday (20/1/2026).
The KPK revealed that the alleged extortion involving Maidi and associates began in July 2025.
At that time, Maidi is alleged to have directed the collection of funds through Sumarno, Head of Licensing at the Investment and One-Stop Integrated Services Agency (DPMPTSP) of Madiun City, and Sudandi, Head of the Regional Financial and Asset Agency (BKAD) of Madiun City.
In this operation, the KPK also uncovered alleged corruption in the form of demands for fees for issuing permits within the Madiun City Government to business actors, such as hotels, minimarkets, and franchises.
In June 2025, Maidi is alleged to have requested money from a developer amounting to Rp 600 million.
The money was received by SK (Sri Kayatin) from the developer PT HB (Hemas Buana), which was then channelled to Maidi through intermediary Rochim in two bank transfers.
