KPK Investigates Land Transactions Involving Lawmaker Anwar Sadad in East Java Grant Scandal

The Corruption Eradication Commission (KPK) is delving into a land sale transaction involving Anwar Sadad, a member of the House of Representatives from the Gerindra faction, whilst examining witness Achmad Hadi Fauzan (a private citizen) on Tuesday, 4 August 2026.

The KPK suspects that the money or the land is connected to an alleged corruption case concerning the management of grant funds for Community Groups (Pokmas) from the East Java Provincial Government’s regional budget for the 2019-2022 fiscal years.

Anwar Sadad has already been named a suspect by the KPK, but has not yet been detained. The alleged criminal offence was committed whilst he served as Deputy Speaker of the East Java Provincial Legislative Council (DPRD) from 2019 to 2024.

“Witness 2 attended. Investigators requested information regarding the sale and purchase of assets in the form of land with the suspect, Mr AS [Anwar Sadad],” said KPK spokesperson Budi Prasetyo in a written statement on Wednesday (5/8).

The KPK had also summoned Anwar Sadad’s son, Muhammad Haykal Ismail Sadad, for Tuesday’s examination. However, he failed to appear.

“Witness 1 did not attend. Investigators are still awaiting his confirmation. Investigators will certainly consider issuing a re-summons, because the testimony of every witness is, in principle, needed to complete the evidence in uncovering this case,” said Budi.

Anwar Sadad was named a suspect on suspicion of accepting bribes of Rp1.5 billion and one kilogram of gold related to the management of the grant funds.

The bribes were allegedly given by a private individual who now serves as a member of the East Java DPRD, Moch Mahrus, who was recently detained for 20 days until 16 August 2026.

“Mr MM [Moch Mahrus] is suspected of giving money amounting to Rp1.5 billion, gold weighing approximately 1 kilogram, paying off one house unit in Surabaya, and paying for the establishment of a SPBE business to AS [Anwar Sadad] through BGS [Bagus Wahyudiono, Anwar Sadad’s staff member] in order to obtain a Pokmas grant fund allocation of Rp83.4 billion,” explained Budi in a written statement on Tuesday evening (28/7).

“Mr MM [Moch Mahrus] is one of ten suspects as givers in the recipient cluster of Mr AS and BGS,” he continued.

Anwar Sadad had also been summoned for examination on Monday, 3 August. However, he likewise failed to appear.

As the process continues, Budi explained that investigators have seized assets belonging to Anwar Sadad and Bagus Wahyudiono with a total value of approximately Rp22 billion.

“The KPK will continue to trace money flows and track assets suspected of being linked to this case as part of efforts to optimise asset recovery,” said Budi.

Previously, on Wednesday (22/7), the KPK had first detained three suspects from the private sector. They were Achmad Yahya and M. Fathullah from Pasuruan Regency, as well as Ra. Wahid Ruslan from Bangkalan Regency.

They acted as bribery givers and are suspected of violating Article 5 paragraph (1) letter a or letter b, or Article 13 of the Law on the Eradication of Criminal Acts of Corruption (Tipikor Law) in conjunction with Article 55 paragraph (1) 1st of the Criminal Code.

This case is a development of a covert inquiry that subsequently led to a sting operation against the alleged perpetrators of corruption in December 2022 against Sahat Tua P. Simanjuntak, Deputy Speaker of the East Java Provincial DPRD for the 2019-2024 period.

On 10 October 2025, the KPK named 21 people as suspects, namely 4 as recipients and 17 as givers.

The suspected bribery recipients are former East Java DPRD Speaker Kusnadi (deceased); East Java DPRD Deputy Speakers Anwar Sadad and Achmad Iskandar; and Anwar Sadad’s staff member, Bagus Wahyudiono.

They are suspected of violating Article 5 paragraph (1) letter a or letter b, or Article 13 of the Tipikor Law in conjunction with Article 55 paragraph (1) 1st of the Criminal Code.

Meanwhile, the 17 suspected bribery givers are Mahud, a member of the East Java DPRD for 2019-2024; Fauzan Adima, Deputy Speaker and member of the Sampang Regency DPRD for 2019-2024; Jon Junaidi, Deputy Speaker and member of the Probolinggo Regency DPRD for 2019-2024; and private individuals from Sampang Regency named Ahmad Heriyadi, Ahmad Affandy, and Abdul Motolllib.

Then, private individuals in Probolinggo Regency, including Moch Mahrus, who is now a member of the East Java DPRD for 2024-2029; private individuals from Tulungagung named A. Royan and Wawan Kristiawan; Sukar, a former village head from Tulungagung Regency; private individuals from Bangkalan Regency named Ra Wahid Ruslan and Mashudi.

Also included are private individuals from Pasuruan Regency named M. Fathullah and Achmad Yahya; a private individual from Sumenep Regency named Ahmad Jailani; a private individual from Gresik Regency who is now a member of the East Java DPRD for 2024-2029, Hasanuddin; and a private individual from Blitar Regency named Jodi Pradana Putra.

Recently, the KPK discontinued the handling of the case against suspect Kusnadi because he has passed away.
