KPK Investigates Hajj Quota Allocation at Fuad Hasan Masyhur's Company

The Corruption Eradication Commission (KPK) is deepening its investigation into the allocation of Hajj quotas at PT Maktour, a company owned by Fuad Hasan Masyhur. KPK Spokesperson Budi Prasetyo explained that the investigation involved questioning four staff members of PT Maktour on Tuesday (2/6) as witnesses in the alleged Hajj quota corruption case. He stated that the witnesses were questioned regarding the proposal and mechanism for filling Hajj quotas at Maktour.

Budi further explained that the KPK had intended to summon Fuad Hasan Masyhur as a witness on Tuesday, but he was unable to attend as he was reported to be in Saudi Arabia for the Hajj pilgrimage. The KPK commenced its investigation into the alleged corruption regarding Indonesia’s 2023–2024 Hajj quota on 9 August 2025. On 9 January 2026, the KPK named former Minister of Religious Affairs Yaqut Cholil Qoublem and his special staff, Ishfah Abidal Aziz (also known as Gus Alex), as suspects.

While Fuad Hasan Masyhur, the owner of the Maktour Hajj organiser, has not been named a suspect, he was previously subject to a travel ban. The KPK received audit results from the Audit Board of Indonesia (BPK) on 27 February 2026, which indicated state losses in the case reached Rp622 billion. Following the investigation, the KPK detained Yaqut on 12 March 2026 and Ishfah on 17 March 2026. On 30 March 2026, the KPK named two additional suspects: Maktour’s Operational Director, Ismail Adham, and the former General Chairman of the Indonesian Hajj and Umrah Tour Travel Union (Kesthuri), Asrul Aziz Taba.
