KPK Investigates Chain of Command in Summarecon HGB Bribery Case
The Corruption Eradication Commission (KPK) has named eight suspects in an alleged bribery case concerning the management of unblocking Building Use Rights (HGB) for Summarecon land in Bogor Regency, West Java. The KPK is still investigating the chain of command within this case.
“We will also trace the chain of command to see if there were other parties who issued orders that subsequently formed the construction of this case,” said KPK spokesperson Budi Prasetyo to journalists at the KPK Merah Putih building, Kuningan, South Jakarta, on Wednesday (16/09/2026).
Budi stated that Sontang Coin Manurung (SON), the Head of the Bogor I Land Office, claimed he agreed to unblock the Summarecon HGB following orders from his superiors. The KPK suspects this is linked to Summarecon’s approach to Erwin, an aide to the Minister of Agrarian Affairs and Spatial Planning (ATR/BPN), Nusron Wahid.
“That is the basis for why PT Summarecal approached Mr ERW, who is known to be a trusted aide of the Minister,” Budi added.
Budi also noted that KPK investigators are working to complete the evidence in this case, which may involve conducting searches.
For information, the eight suspects in this case are:
Lampri (LMP), Director General of Land and Spatial Control and Enforcement at ATR/BPN;
Sontang Coin Manurung (SON), Head of the Bogor I Land Office;
Adrianto Pitojo Adi (ADR), President Director of Summarecon;
Arif Sugiyanto (ARF), a private individual suspected to be an aide to Minister ATR/BPN Nusron Wahid;
Fahd El Fouz or Fahd A Rafiq (FEZ), a private individual suspected to be an aide to Minister ATR/BPN Nusron Wahid;
Rizal Pahlevi (LEV), a private individual;
Erwin (ERW), a private individual suspected to be an aide to Minister ATR/BPN Nusron Wahid;
Muhammad Fakhry (MF), a private individual suspected to be an aide to Minister ATR/BPN Nusron Wahid.
The KPK stated that this case relates to the management of unblocking the HGB for Summarecon land in Bogor Regency. The KPK suspects Summarecon approached Sontang through Erwin.
In early August 2026, Sontang, via Erwin, allegedly requested Rp 2 billion for the issuance of Summarecon’s land certificates. However, Summarecon only agreed to pay Rp 1.5 billion.
“On 27 August 2026, Mr ADR (Adrianto Pitojo), as the President Director of Summarecon, through YA and LEV, allegedly handed over Rp 1.5 billion to ERW,” said Acting Director of KPK Investigations, Achmad Taufik Husein.
Erwin allegedly then handed over a portion of that money, specifically Rp 200 million, to Sontang. The funds were allegedly intended as a fee to unblock and split the Summarecon HGB.
