KPK Investigates Alleged Bribery Flow in Bogor Land Title Processing
The Corruption Eradancy Commission (KPK) is continuing its deep investigation into the alleged bribery flow regarding the processing of Building Use Rights (HGB) belonging to a private developer company in Bogor Regency, West Java. The investigation is directed towards uncovering the sequence of communications, alleged monetary transfers, and the possibility of other parties issuing orders during the land certificate processing.
The case originated from the process of managing the unblocking and splitting of HGB for several plots of land managed by the private developer in Bogor Regency.
In this process, the KPK suspects there was communication between the private developer and several parties who have access to land administration processes.
According to the case construction presented by the KPK, a private party acting as an intermediary allegedly communicated with others to assist in the process of unblocking the land. This request was then reportedly forwarded to the Head of the Bogor Regency I Land Office, Sontang Coin Manurung.
However, Sontang allegedly stated that the unblocking process could only be carried out if there were instructions from his superiors. This statement is now a primary focus of the KPK investigation to uncover whether other parties provided instructions in the HGB processing.
“We are also tracing the chain of command, to see if there were other parties providing orders that subsequently built the construction of this case,” said KPK Spokesperson Budi Prasetyo, as reported by Antara on Wednesday (16/9).
In addition to tracing the chain of command, the KPK is also investigating the alleged provision of money in the HGB processing. The KPK suspects there were discussions regarding certain sums of money requested in relation to the unblocking process and the completion of land administration. In the case construction, these monetary requests were allegedly conveyed through an intermediary.
Investigators are also examining whether the alleged money only reached the suspects or flowed to other parties who have not yet been revealed. “Whether it stopped with those individuals or flowed to other parties? We will certainly conduct a ‘follow the money’ approach. We will track the money flow wherever it leads,” said Budi.
This case came to light after the KPK conducted a sting operation (OTT) in the Jabodetabek area on 14 September 2026. The sting operation related to alleged corruption in the HGB management of a private developer company in Bogor Regency.
A day after the sting operation, the KPK named eight individuals as suspects. These include the Director General of Land and Spatial Control and Enforcement at the Ministry of ATR/BPN, Lampri; the Head of the Bogor Regency I Land Office, Sontang Coin Manurung; a private party from the developer company; and several other parties allegedly involved in the case.
The KPK stated that the investigation is ongoing to deepen two main aspects: the command path in the HGB processing and the flow of funds allegedly related to the case.
