KPK Investigates Allegations that Madiun Mayor Demanded CSR Funds from Developers

The Corruption Eradication Commission (KPK) is investigating allegations that non-active Madiun Mayor Maidi demanded corporate social responsibility (CSR) funds from developers in the area.

“Investigators are delving into the allegations of the mayor requesting CSR from developers, even though the projects have not yet started,” KPK spokesperson Budi Prasetyo told reporters on Thursday, 7 May 2026.

The KPK is also examining claims of coercion, whereby if developers do not provide CSR funds, project permits will not be issued by the Madiun City Government.

“If they do not provide CSR, then the permits will not be issued,” he stated.

This probe was conducted through the examination of several witnesses on 5 May 2026. The witnesses examined include the Head of the National Unity and Political Agency of Madiun City, Subakri; the Head of the Regional Revenue Agency, Jariyanto; the Head of the Communication and Informatics Office, Noor Aflah; and the Head of the Public Works and Spatial Planning Office (PUPR), Suwarno, who is also the former Head of the Development Planning Agency of Madiun City.

Additionally, investigators examined civil servants at the PUPR Office, namely RS and SBM, as well as private individuals with the initials AIS, PH, AP, and SUS.

Previously, on 19 January 2026, the KPK conducted a sting operation (OTT) against Maidi related to allegations of receiving rewards from projects and CSR funds in Madiun City.

A day later, the KPK named three individuals as suspects: Maidi, Rochim Ruhdiyanto as Maidi’s trusted aide, and the Head of the PUPR Office of Madiun City, Thariq Megah.

The KPK revealed that there are two clusters in the case: allegations of extortion related to project rewards and CSR funds, as well as allegations of receiving gratification within the Madiun City Government.

First, allegations of extortion with suspects Maidi and Rochim Ruhdiyanto. Second, allegations of gratification with suspects Maidi and Thariq Megah.
