KPK identifies corruption risk points in regional budget management in Kalimantan

Jakarta (ANTARA) - The Corruption Eradication Commission (KPK) has identified a number of corruption risk points in the management of regional budgets (APBD) in Kalimantan, particularly in the distribution of grant funds and the procurement of goods and services.

KPK Deputy for Coordination and Supervision Ely Kusumastuti said there are eight corruption risk points in the distribution of grant funds in the Kalimantan region.

“The risk points include grants being awarded without a prior proposal or request, proposals being submitted while the budgeting process is already underway, unclear recipient data, overlapping recipient names, and the same grant recipients appearing consecutively,” said Ely.

In addition, other risk points include inadequate monitoring and accountability mechanisms, grant realisation not in accordance with agreements, and grant recipients not meeting the established criteria.

Ely assessed that awarding grants before proposals are evaluated and verified can make it difficult for regional governments to ensure accountability in the use of budget funds.

“Proposals should be submitted first, their feasibility examined, then enter the budgeting process, followed by a regional grant agreement document (NPHD), and only after the entire process is fulfilled should the grant be disbursed,” she said.

“When indications pointing towards a particular provider emerge from the outset, this should serve as an alarm for the APIP (internal government supervisory apparatus). Examine the tender documents and technical requirements so that the potential for conditioning can be prevented from an early stage,” she said.

“The APIP must be courageous in conducting oversight, especially to detect from the outset the potential for conditioning at every stage, from planning and budgeting to procurement,” she added.

The corruption risk point findings were presented by the KPK during the Coordination Meeting on Corruption Prevention Strategy Based on Risk Mapping in Strategic Areas of Regional Government in Kalimantan on 13 August 2026.

The activity was attended by regional heads across Kalimantan as part of efforts to strengthen corruption prevention strategies based on risk mapping within regional government environments.
