KPK Highlights Papua Special Autonomy Fund, Urges Transparency and Accountability
The Corruption Eradication Commission (KPK) has emphasised the urgency of transparency and accountability in managing Papua’s special autonomy (Otsus) funds as part of efforts to improve governance and prevent corrupt practices.
KPK Chairman Setyo Budiyanto stated that improving governance in Papua requires a shared commitment from the central government, regional administrations, and various oversight bodies to ensure the management of Otsus funds complies with regulations.
“Therefore, this coordination meeting aims to build a commitment to improving governance, particularly regarding the management of the Special Autonomy funds,” Setyo said following the Coordination Meeting on Governance Improvement in the Tanah Papua Region at the Papua Governor’s Office in Jayapura on Thursday (16/7).
He noted that the coordination meeting is part of the KPK’s coordination and supervision function, carried out jointly with regional governments and involving several ministries and agencies such as the Ministry of Home Affairs, the Ministry of Finance, the National Development Planning Agency (Bappenas), the National Public Procurement Agency (LKPP), the Development Finance Comptroller (BPKP), and law enforcement officials.
“The involvement of various parties is essential to evaluate and improve governance, especially since most regional heads in Papua are at the beginning of their leadership terms,” he added.
Setyo affirmed that the KPK will continue monitoring through its monitoring, controlling, and surveillance for prevention (MCSP) system, which oversees eight sectors prone to corruption in regional governments, ranging from planning and budgeting to the procurement of goods and services and asset management.
“Through this monitoring, we still find issues, including regional assets that have not been returned by retired officials and various aspects of regional property management that need to be put in order,” he said.
He also highlighted the importance of separating the Otsus fund management accounts from the Regional Revenue and Expenditure Budget (APBD), a step that will increase transparency and facilitate accountability for budget usage.
“By separating the Otsus fund accounts from the APBD, the inflow and outflow of the budget will be easier to monitor, ensuring accountability and transparency can be properly maintained,” he stated.
