The Corruption Eradication Commission (KPK) has admitted that it had provided an early warning to the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) before the sting operation regarding alleged bribery in the management of PT Summarecon’s Building Use Rights (HGB).

KPK Spokesperson Budi Prasetyo stated that the early warning was issued, in part, because the Ministry’s Integrity Assessment Survey (SPI) score declined from 2024 to 2025. “The KPK also captured the integrity index as reflected by the SPI instrument of the Ministry of ATR/BPN,” he told reporters on Monday (21/9).

He emphasised that SPI results are crucial as a reference for corruption prevention efforts within Ministries and Agencies. Budi noted that when a decline occurs in specific areas, it should be followed up by strengthening supervision or implementing improvements to close vulnerable points as early as possible.

Furthermore, he mentioned that the Ministry of ATR/BPN’s SPI score dropped by 4.58 points from 2024 to 2025, reaching 71.30, which falls into the vulnerable category. Budi explained that a sharp decline occurred in the external respondent and expert/specialist components. The external respondent index score dropped from 84.93 in 2024 to 82.40 in 2025. Meanwhile, the expert/specialist component plummeted by 12.37 points, falling from 76.26 in 2024 to 63.89 in 2025.

Looking more closely, the external component also saw a decline in the dimensions of transparency and service fairness, with scores dropping from 80.12 in 2024 to 77.10 in 2025. On the other hand, Budi stated that the assessment of employee integrity has shown unstable figures over the last five years, starting at 87.10 points in 202<0xA0>21, increasing to 89.58 in 2022, dropping to 87.63 in 2023, rising again to 90.02 in 2024, and subsequently falling to 88.81 the following year.

“The KPK views these score dynamics as signals that need attention. The SPI is essentially an instrument to see how integrity, transparency, and accountability are perceived and experienced by public service users,” he concluded.

The KPK has named eight individuals as suspects in the case of alleged bribery and other illegal receipts within the Ministry of ATR/BPN. The suspects include the Head of the Bogor Regency I Land Office, Sontang Coin Manurung; Golkar Party politician, Fahd El Fouz (alias Fahd A Rafiq); former Regent of Kebumen, Arif Sugiyanto; and the President Director of PT Summarecon Agung Tbk, Adrianto Pitojo Adhi. The four other suspects are the Director General of Land Control and Spatial Order of the Ministry of ATR/BPN, Lampri, as well as Muhammad Fakhry, Erwin, and Rizal Pahlevi.

Arif, Fahd, Erwin, and Muhammad Fakhry were identified by the KPK as trusted associates of the Minister of ATR/BPN, Nusron Wahid. The suspects have been detained for the initial 20-day period from 15 September to 4 October 2026, held at the KPK Red and White Building Detention Centre.

During a covert operation conducted in the Jabodetabek area on Monday (14/9), the KPK arrested 19 people and seized evidence amounting to Rp106.3 billion. The funds were discovered at the residence of Arif Sugiyanto in several red suitcases containing Indonesian Rupiah and foreign currencies, including: Rp31.86 billion, US$2,611,500, SGD$1,974,500, SAR 910 (Saudi Riyal), and RM 981 (Malaysian Ringgit). Additional cash was found at the residence of Rizal Pahlevi (private sector) amounting to Rp896 million; at the residence of the Head of the Land Rights Determination and Registration Section of the Bogor Regency I Land Office, Zimamun Ni’am Aulawi, amounting to Rp8 million; and at the residence of the Head of the Bogor Regency I Land Office, Sontang Coin Manurung, amounting to Rp49.5 million.
