KPK: Government Has Already Provided Holiday Allowances to TNI, Police, and Civil Servants; Regional Authorities Need Not Do So Again

JAKARTA – The Anti-Corruption Commission (KPK) has stated that regional heads do not need to provide Holiday Allowance (THR) to the military, police, and civil servants because they have already received it from the central government.

This was communicated by the KPK whilst investigating an alleged extortion case involving Cilacap Regent Syamsul Auliya Rachman, who is accused of coercing officials to gather THR funds for the Regional Leadership Coordination Forum (Forkopimda).

“The government has also distributed THR to 10.5 million civil servants, police, and military personnel across Indonesia with a total value reaching 55.1 trillion rupiah. Therefore, in maintaining good relations and cooperation between regional government and Forkopimda, there is no further need for THR distribution,” said KPK Deputy for Enforcement and Execution Asep Guntur Rahayu at the Red and White Building in Jakarta on Saturday (14 March 2026).

“Therefore, regional heads need not go to the trouble of providing or seeking THR for external parties, namely Forkopimda, or doing so through unlawful means,” he continued.

“On the other hand, such behaviour creates a domino effect of other deviations and violations in preparing the requested funds,” he stated.

Additionally, Asep noted that providing such allowances could also serve as a mechanism to prevent law enforcement officials—who form part of Forkopimda—from investigating irregularities or violations occurring within regional government.

“The KPK also suspects that the provision of THR from regional heads to Forkopimda has occurred not only in Cilacap Regency, but also in other regions,” he said.

To this end, the KPK urged regional heads and Forkopimda to maintain a shared commitment to combating corruption and to mutually support the realisation of good governance principles in their regions with full integrity.

Previously, the KPK named two suspects in the alleged extortion case related to the 2026 Eid holiday allowance on Saturday (14 March 2026). They are Cilacap Regent Syamsul Auliya and Cilacap Regional Secretary (Sekda) Sadmoko Danardono.

According to the case construction, the KPK alleges that Syamsul Auliya Rachman threatened to rotate officials within Cilacap District Government if they failed to surrender the holiday allowance (THR) as requested.

The KPK stated that several officials from regional work units (SKPD) confessed to fearing they would be transferred if they did not comply with the regent’s demands.

“Several witnesses, including thirteen heads of agencies, stated that there was indeed concern that if the request from Syamsul was not fulfilled, they would be reassigned and so forth,” said Asep.
