KPK Finds Non-Active Kuansing Regent Slashed Civil Servant Income Supplements by 50%
The Corruption Eradication Commission (KPK) has found allegations that the suspended Regent of Kuantan Singingi (Kuansing), Suhardiman Amby, cut civil servants’ additional income allowances (TPP) by up to 50 per cent. The discovery was made by the KPK during its investigation of the bribery and gratification case ensnaring Suhardiman.
“Secondly, regarding the receipt of gratification, the team found that the regent received payments by cutting TPP, which was stated to have been cut by up to around 50 per cent,” said Acting Director of Investigations at the KPK, Ahmad Taufik Husein, at the KPK’s Merah Putih building in South Jakarta on Tuesday (4/8/2026).
Suhardiman is also suspected of receiving gratuities in exchange for the release of forest areas from farmers grouped under village cooperatives (KUD). Taufik explained that the total amounted to around 14 thousand Singapore dollars.
“Regarding the first matter, the release of forest areas, it is true that facts were found showing that the amount collected from the KUD farmers was around 14 thousand. However, there were subsequent factual developments, and some repayments were made amounting to 12 thousand,” he said.
Furthermore, the KPK found that Suhardiman levied payments on civil servants. The proceeds were used to cover findings by the Supreme Audit Agency (BPK) relating to overpayments received by Suhardiman.
“To repay this, it was found that staff or civil servants within the Kuansing administration were asked, or rather instructed, to contribute so that the regent could repay what had been identified by the BPK. We are treating these actions as layers of gratification offences,” said Taufik.
In this case, the KPK has named three individuals as suspects. They are:
Suhardiman Amby, as Regent of Kuansing
Zulkarnain, as Regional Secretary of Kuansing
Ardiles, as Director of PT MIC
Suhardiman is alleged to have received a Toyota Land Cruiser as a bribe from Zulkarnain. The bribe was allegedly given so that Suhardiman would appoint Zulkarnain as Regional Secretary.
The KPK has also carried out searches at a number of locations connected to this case. One of the places searched was the Kuansing Regional Legislative Council (DPRD) office.
“The KPK also conducted a search at the DPRD office. There is an allegation that the collection process carried out by the regent was done through intermediaries,” said KPK spokesperson Budi Prasetyo to journalists at the KPK’s Merah Putih building in Kuningan, South Jakarta, on Tuesday (7/7).
