KPK: Extorted Funds from Foreign Nationals Stored via Office Boy and Cleaning Service Accounts
KPK Chairman Setyo Budiyanto explained that, based on reports from the Indonesian Financial Transaction Reports and Analysis Centre (PPATK), 35 employees of the Ministry of Immigration for the 2019-2025 period were found to have fund flows across 96 bank accounts, totalling Rp 366.7 billion. “Of the total money flow, only Rp 9.7 billion, or 3 per cent, originated from salaries or allowances. Meanwhile, the remaining 97 per cent is alleged to have come from parties involved in immigration-related processing,” Setyo stated during a press conference at the KPK building on Thursday (4/6/2026).
In this case, he continued, suspect Silmy Karim allegedly engaged in extortion by demanding a cut from the processing of residence permits for foreign nationals. This demand was allegedly routed through the Director of Residence Permits and Immigration Status at the Directorate General of Immigration, Jaya Saputra (JS), who currently serves as the Head of the West Java Immigration Regional Office.
Subsequently, Jaya Saputra issued orders to the Head of Sub-directorate in the Directorate of Residence Permits, Bagus Bramantyo (BGS), and the Head of Sub-directorate for Change of Residence Permit Status, Tessar Bayu Setyaji (TBS). Both were instructed to collect additional fees or illegal levies from parties processing residence permits. “The orders from the top were passed down to the director, then from the director to the sub-director, and further down to the staff specifically tasked with executing those orders,” he said.
“BGS and TBS provided access to JSP and GST, the staff members within the sub-directorate of the residence permit directorate,” he added.
Furthermore, suspect GST, a staff member of the Residence Permit Sub-directorate, collected these fees into several collector accounts. GST allegedly utilised various nominee accounts to hide the money. “Some accounts used belonged to cleaning services, some to office boys, some to family members, relatives, and even some used purchased accounts. They did not use their own accounts, but rather several other accounts,” he explained.
