The ‘political outsourcing’ scheme of former Pekalongan Regent Fadia Arafiq has been uncovered by the KPK. Fadia is alleged to have exploited outsourced workers’ job dependencies for political gain.

“During the investigation into alleged conflicts of interest in procurement within Pekalongan Regency, the KPK found evidence of suspected abuse of influence, power relationships, and job dependencies being exploited for specific political purposes,” said KPK spokesperson Budi Prasetyo to journalists on Friday (29 June 2026).

Budi stated that Fadia personally selected outsourced staff within the Pekalongan Regency government. This complete control over hiring allowed her to direct outsourced staff to vote for her in the regency election.

“Thus, the selection of outsourced staff is also under the control of Ms. FAR,” he said.

He added that the KPK investigators will further examine Fadia’s political interference findings, which also form part of the commission’s efforts to prevent abuse of power in the public sector.

Staff Pressured to Support Fadia in Election

Budi also alleged that Fadia attempted to have outsourced staff members vote for her in the regency election, threatening dismissal for those who refused.

“These outsourced staff would be terminated or replaced if they did not support FAR in the election contest, indicating a clear attempt to mobilise them for her campaign,” Budi stated.

Investigators also suspect Fadia dictated which outsourced staff would be assigned to regency departments, ensuring her family’s company won the outsourcing service tender.

“In addition to securing PT RNB’s contract in the outsourcing procurement, FAR is suspected of dictating the personnel assigned to various regency departments,” he added.

The orders to support her in the election were given directly or through intermediaries, Budi said, all verbally.

“FAR allegedly requested, either directly or via intermediaries, that outsourced staff deployed across various regency departments support her in the Pekalongan election,” he said.

Case Details

In the case, the KPK suspects Fadia ordered local officials to secure her company’s outsourcing tender. Her family’s company is alleged to have received Rp 46 billion between 2023 and 2026, which was subsequently distributed.

  • Fadia Arafiq, former Pekalongan Regent: Rp 5.5 billion;

  • Fadia’s husband, Ashraff: Rp 1.1 billion;

  • PT RNB Director Rul Bayatun: Rp 2.3 billion;

  • Fadia’s child, Sabiq: Rp 4.6 billion;

  • Fadia’s child, Mehnaz Na: Rp 2.5 billion;

  • Plus Rp 3 billion in cash withdrawals.

Fadia has been named a suspect and detained by the KPK. She faces charges under Article 12(i) and Article 12B of the Corruption Eradication Law, in conjunction with Article 127(1) of Law No. 1 of 2023 on the Criminal Code.

The KPK has seized vehicles from multiple individuals at Fadia Arafiq’s official residence in Cibubur, including a Wuling Air EV, Mitsubishi Xpander, Toyota Camry, Toyota Fortuner, and Toyota Vellfire.
