KPK Examines Manpower Ministry Policy Development Head as Witness in K3 Extortion Case

Jakarta - The Corruption Eradication Commission (KPK) examined Ghazmahadi (GAZ), Head of the Centre for Policy Development (Pusbangjak) for Manpower at the Ministry of Manpower (Kemenaker), as a witness in an alleged extortion case related to the processing of occupational safety and health (K3) certificates within the institution. “The examination took place at the KPK’s Merah Putih Building in Jakarta, for GAZ,” said KPK Spokesperson Budi Prasetyo to journalists in Jakarta on Thursday. Budi further stated that the KPK examined Ghazmahadi in his capacity as Director of K3 Norms Supervision at Kemenaker for the 2019-2021 period. In addition, Budi said the KPK also examined a Kemenaker civil servant (ASN) with the initials YOE, and summoned another Kemenaker ASN with the initials IMA as a witness. According to KPK records as of 12.45 WIB, Ghazmahadi complied with the summons, arriving at 09.52 WIB, while YOE arrived at 09.38 WIB. It was not yet known whether witness IMA had complied with the summons. The case originated from a sting operation (OTT) conducted by the KPK. On 22 August 2025, the KPK named Deputy Minister of Manpower Immanuel Ebenezer Gerungan along with 10 other individuals as suspects in the alleged extortion case related to the processing of K3 certificates within the Ministry of Manpower. The suspects in the case include: 1. Coordinator for K3 Institutional and Personnel Affairs at Kemenaker for 2022–2025, Irvian Bobby Mahendro (IBM); 2. Coordinator for Testing and Evaluation of Work Safety Competence at Kemenaker for 2022-2025, Gerry Aditya Herwanto Putra (GAH); 3. Sub-coordinator for Work Safety at the Directorate of K3 Development at Kemenaker for 2020–2025, Subhan (SB); 4. Sub-coordinator for Partnership and Occupational Health Personnel at Kemenaker for 2020–2025, Anitasari Kusumawati (AK); 5. Director General of Manpower Supervision Development (Binwasnaker) and K3 at Kemenaker from March–August 2025, Fahrurozi (FAH); 6. Director of Institutional Development at Kemenaker for 2021–February 2025, Hery Sutanto (HS); 7. Sub-coordinator at Kemenaker, Sekarsari Kartika Putri (SKP); 8. Coordinator at Kemenaker, Supriadi (SUP); 9. Party from PT KEM Indonesia, Temurila (TEM); 10. Party from PT KEM Indonesia, Miki Mahfud (MM); 11. Deputy Minister of Manpower, Immanuel Ebenezer Gerungan (IEG). Subsequently, on 11 December 2025, the KPK announced three new suspects in the case. They are former Head of the Public Relations Bureau at Kemenaker, Sunardi Manampiar Sinaga (SMS); former Secretary of the Directorate General of Binwasnaker and K3 at Kemenaker, Chairul Fadhly Harahap (CFH); and former Director General of Binwasnaker and K3 at Kemenaker, Haiyani Rumondang (HR).
