The Corruption Eradication Commission (KPK) examined Henri Lincoln, the Head of the Water Resources, Road Infrastructure, and Construction Agency of Bekasi Regency, to confirm the receipt of Rp2.94 billion from businessman Sarjan on Friday (10/4). The examination is intended to complete the case file for allegations of project kickback bribes and the receipt of gratuities implicating Bekasi Regent for the 2025-2030 period, Ade Kuswara, and his father, H.M. Kunang. Sarjan has already been designated as a defendant. “Today, investigators summoned a witness, one of whom is Mr. HL [Henri Lincoln], where Mr. HL in this examination is related to the alleged receipt by the individual from Mr. SRJ [Sarjan], who is a private party,” stated KPK Spokesperson Budi Prasetyo at the agency’s office in Jakarta on Friday (10/4). During the examination, Budi said that investigators conducted a seizure of a sum of money received by Henri from Sarjan. However, the exact amount will be informed later. “In today’s examination, investigators also carried out a seizure of money allegedly received from Mr. SRJ. For the amount, we will check it later because investigators will continue to trace whether there are any other receipts,” he explained. The KPK is processing three suspects in the case of alleged project kickback bribes and receipt of gratuities. They are Regent Ade Kuswara, the Head of Sukadami Village in Cikarang Selatan Subdistrict, H.M. Kunang, and Sarjan. Ade Kuswara and H.M. Kunang, as bribe recipients, are charged with violating Article 12a or Article 11 and Article 12B of the Corruption Eradication Law (UU Tipikor) in conjunction with Article 55 paragraph (1) first of the Criminal Code (KUHP), as well as Article 5 paragraph (1) letter a or b or Article 13 of the UU Tipikor in conjunction with Article 55 paragraph (1) first of the KUHP. Meanwhile, Sarjan, as the bribe giver, is charged with Article 5 paragraph (1) letter a or b or Article 13 of the UU Tipikor. Sarjan’s case file has already been handed over to the court. Sarjan is accused of bribing Regent Ade Kuswara with Rp11.4 billion to obtain the 2025 Fiscal Year (TA) work package. Sarjan is the Director of PT Zaki Karya Membangun and the owner of CV Mancur Berdikari, CV Barok Konstruksi, CV Lor Jaya, CV Singkil Berkah Anugerah, and PT Tirta Jaya Mandiri. The alleged bribe money was given through intermediaries: H.M. Kunang with Rp1 billion. Then, witness Sugiarto with Rp3.3 billion, Ricky Yuda Bahtiar alias Nyai with Rp5.1 billion, and Rahmat bin Sawin alias Acep with Rp2 billion. In addition to Ade Kuswara, prosecutors state that Sarjan is also suspected of giving money to other parties. Among them, the Head of the Water Resources, Road Infrastructure, and Construction Agency of Bekasi Regency, Henri Lincoln, with Rp2,940,000,000. Then, the Head of the Public Works and Spatial Planning Agency of Bekasi Regency, Benny Sugiarto Prawiro, with Rp500,000,000. Followed by the Head of the People’s Housing, Settlement Areas, and Land Agency of Bekasi Regency, Nurchaidir, with Rp300,000,000; and the Head of the Education Agency of Bekasi Regency, Imam Faturochman, with Rp280,000,000.
