KPK Evaluates Nusron Wahid’s Reasons Before Issuing Second Summons
The Corruption Eradication Commission (KPK) is evaluating the reasons given by Agrarian Affairs and Spatial Planning/National Land Agency Minister Nusron Wahid, which will inform its decision on whether to issue a second summons.
The KPK needs Nusron’s testimony to complete its case file in an alleged bribery case concerning the processing of building-use rights (HGB) for PT Summarecon Agung Tbk and other receipts within the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN).
“Regarding the summons, as we have already said, the investigators will evaluate the matter, because the procedure for summoning a witness is set out in law,” KPK Acting Director of Investigations Achmad Taufik Husein said at the KPK’s Red and White Building in Jakarta on Thursday evening (22 October).
Taufik explained that under the new Criminal Procedure Code (KUHAP), witnesses are summoned by means of two letters.
He said investigators may issue a second summons if they consider the reason for missing the first appointment improper or unreasonable.
“The first summons has been delivered. If the reason given is proper and reasonable, there is still an opportunity for the first summons to be issued [again]. A second summons will be issued if, after evaluation, investigators find that the reason does not meet the requirements under criminal procedure law and is improper or unreasonable,” he said.
He said the investigators have full authority to assess whether the reason for the absence was proper.
“So it is for the investigators to judge whether the reason is proper and reasonable. It is still being evaluated, and a witness is summoned according to the investigators’ needs and the construction of the case,” he said.
Nusron previously missed a KPK summons to be questioned as a witness.
He did not attend the first appointment, on Wednesday (7 October), saying he had an internal meeting at the ATR/BPN Ministry.
The KPK rescheduled the questioning for Thursday (15 October), but Nusron again did not attend, saying he was travelling abroad.
Immigration records show that Nusron visited Singapore and Malaysia, travelling overland via Batam.
The KPK has named eight people as suspects in the alleged bribery case concerning the processing of PT Summarecon Agung Tbk’s HGB and other receipts within the ATR/BPN Ministry.
They are Sontang Coin Manurung, head of the Bogor Regency Land Office I; Golkar Party politician Fahd El Fouz, also known as Fahd A Rafiq; former Kebumen regent Arif Sugiyanto; and PT Summarecon Agung Tbk President Director Adrianto Pitojo Adhi.
The other four suspects are Lampri, Director General of Land and Spatial Planning Control and Enforcement at the ATR/BPN Ministry, as well as Muhammad Fakhry, Erwin and Rizal Pahlevi.
The KPK says Arif, Fahd, Erwin and Muhammad Fakhry are associates of Nusron Wahid.
The suspects have been detained at the KPK’s detention centre at the Red and White Building.
During a sting operation in the Greater Jakarta area on Monday, 14 September 2026, the KPK apprehended 19 people and seized evidence including Rp106.3 billion in cash.
