KPK Ends Polemic Over Noel et al. Verdict, Firmly Accepts Judge's Ruling in K3 Certification Bribery Case

The Corruption Eradication Commission (KPK) has firmly stated it fully accepts the panel of judges’ ruling against former Deputy Minister of Manpower (Wamenaker) Immanuel Ebenezer Gerungan, also known as Noel, and the other defendants in a bribery and gratification case related to the processing of occupational safety and health (K3) certificates within the Ministry of Manpower (Kemnaker). This stance confirms that the KPK will not pursue an appeal against the court’s decision for any of the defendants in this corruption case. KPK Spokesperson Budi Prasetyo said his institution respects and fully accepts the judges’ ruling that was read out in the K3 certification bribery case. “The KPK declares it fully accepts the Panel of Judges’ ruling in the criminal case of corruption bribery related to the processing of K3 certification within the Ministry of Manpower, with defendant Mr Immanuel Ebenezer Gerungan et al.,” Budi Prasetyo told reporters on Sunday, 14 June 2026. The KPK views the judges’ ruling as an affirmation that the investigation and prosecution processes were carried out in accordance with applicable legal provisions. According to Budi, one of the key points observed by the KPK was the judges’ consideration, which aligned with the legal construction and juridical analysis previously submitted by the KPK’s Public Prosecutor (JPU) in the sentencing demand. “The KPK notes that in its considerations, the Panel of Judges adopted and agreed with the entire legal construction and juridical analysis of evidence outlined by the KPK’s Public Prosecutor, including the articles applied in the sentencing demand,” he stated. This statement indicates that the legal arguments built by the KPK prosecution team were recognised in the judges’ considerations when handing down the verdict. In addition to accepting the court’s decision, the KPK also noted that all defendants in the case have declared they accept the verdict handed down by the judges. With the defendants not pursuing further legal action, the KPK assesses that the judicial process in this case has provided legal certainty for all parties involved. “The KPK also notes that all defendants have declared they accept the ruling. Thus, this verdict reflects that the judicial process has provided legal certainty for the parties and is an important part of efforts to enforce criminal corruption law fairly,” Budi concluded.
