KPK: DPRD Speaker Allegedly Knew of Kuansing Regent's Corrupt Practices

The Corruption Eradication Commission (KPK) has stated that the Speaker of the Kuantan Singingi (Kuansing) Regional House of Representatives (DPRD), Juprizal, allegedly knew about the corrupt practices of Regent Suhardiman Amby, who collected money from a portion of the Net Operating Surplus (SHU) of 914 members of the Village Unit Cooperative (KUD). The KPK confirmed this allegation through an examination conducted at the Riau Province Financial and Development Supervisory Agency (BPKP) office on Wednesday (8/7). “JUP [Juprizal] allegedly knew about the process of collecting money by the regent from KUD members,” said KPK Spokesperson Budi Prasetyo in a written message on Thursday (9/7). Budi revealed that investigators seized SGD 12,000 in cash while examining Juprizal. The seized money is suspected to be part of a refund from the Ministry of Forestry. Budi stated that investigators will continue to probe this information. “JUP is suspected of playing a role in the process of collecting money by the regent. From initial information obtained, it was collected from KUD members,” he explained. In addition to Juprizal, the KPK also examined several other witnesses. They are Kuansing Regency Assistant I, Fahdiansyah; Head of the Kuansing Plantation Office, Andri Yama Putra; Head of the Housing, Settlement Areas and Land Office, Ade Fahrer; Head of the Kuansing Governance Division, Sigit Purnomo; Kuansing DPRD Member, Dasver Librian; Head of the General Affairs Division of the Kuansing Regional Secretariat, Marel Hendra and Deswan Antoni; and the Head of Logas Tanah Darat Sub-district, Syahferry. All witnesses attended the examination and were questioned by investigators regarding their knowledge of the alleged bribery for the regional secretary position auction to the regent. Investigators are also probing the process of applying for the conversion of protected forest areas in Kuansing Regency submitted to the Ministry of Forestry. The KPK is prosecuting three suspects in this case, which was uncovered through a Sting Operation (OTT). They are Kuansing Regent for the 2025-2030 period, Suhardiman Amby; Kuansing Regional Secretary, Zulkarnain; and Director of PT Mitra Ideal Consultant, Ardiles. The suspects have been detained for 20 days until 20 July 2026 at the KPK’s Red and White Building Detention Centre. Suhardiman, as the recipient, is charged under Article 12 letter a or b and/or Article 12 B of the Corruption Eradication Law. Meanwhile, Zulkarnain and Ardiles, as the givers, are charged under Article 605 or Article 606 paragraph (1) of Law Number 1 of 2023 concerning the Criminal Code in conjunction with Law Number 1 of 2026 concerning Criminal Adjustments in conjunction with Article 20 letter c of the Criminal Code. During the ongoing investigation, the KPK conducted searches in Kuansing Regency and Pekanbaru City on 4-6 July 2026. Numerous pieces of evidence suspected to be related to the case were seized.
