KPK: Distribution of Bonus Allowances from Regional Heads to Forkopimda Not Limited to Cilacap
Indonesia’s Anti-Corruption Commission (KPK) has stated that the practice of providing Bonus Allowances (THR) from regional heads to the Regional Leadership Coordination Forum (Forkopimda) is not confined to Cilacap Regency, Central Java.
Through a sting operation, the KPK uncovered suspected extortion practices in Cilacap Regency related to the distribution of bonus allowances to Forkopimda. Two suspects have been processed through the legal system.
“The KPK suspects that the provision of bonus allowances from regional heads to Forkopimda has not only occurred in Cilacap Regency, but has also taken place in other regions,” said Asep Guntur Rahayu, Deputy for Enforcement and Execution at the KPK, during a press conference at the Red and White Building on Saturday 14 March.
Asep urged regional heads and Forkopimda to demonstrate unified commitment to combating corruption and to support one another in achieving good governance principles in their regions with full integrity. The KPK, through its coordination and supervisory functions, has opened channels for regional governments to coordinate from the outset to mitigate potential risks of misconduct, ensuring that regional heads can maintain all policies and governmental processes within the boundaries of clean and accountable governance.
“Once again, the KPK reminds regional heads that they have no obligation to provide anything whatsoever to external parties,” said Asep. “Therefore, avoiding such practices is an important part of maintaining the integrity of office and ensuring that authority is not abused,” he added.
The KPK recently detained Syamsul Auliya Rachman, Regent of Cilacap for the 2025-2030 period, and Sadmoko Danardono, Regional Secretary of Cilacap Regency, as suspects in a case of suspected extortion and illegal receipt of funds for the 2025-2026 fiscal year.
The suspects are alleged to have demanded sums of money from each regional apparatus in Cilacap Regency with a collection “target” reaching Rp750 million. This money was intended to be used as bonus allowances for external parties.
Cilacap Regency has 25 regional apparatuses, 2 Regional General Hospitals, and 20 Health Centres.
Initially, each work unit was targeted to submit between Rp75 million and Rp100 million. However, the actual collections received varied, ranging from Rp3 million to Rp100 million per regional apparatus.
“During the period 9-13 March 2025, 23 regional apparatuses in Cilacap Regency submitted the Regent’s request, which was collected through Ferry Adhi Dharma, Assistant II of Cilacap Regency, totalling Rp610 million,” said Asep. “This collected money was to be handed over by the Assistant to the Regional Secretary of Cilacap,” he continued.
For their actions, Syamsul Auliya Rachman and Sadmoko Danardono have been charged with violating Article 12(e) and/or Article 12B of the Law on the Eradication of Corruption (UU Tipikor) in conjunction with Article 20(c) of Law Number 1 of 2023 concerning the Criminal Code.
Both have been detained for an initial period of 20 days from 14 March to 2 April 2026 at the State Detention Centre Branch at the KPK’s Red and White Building.
