KPK Discovers Holding Accounts in East Java BPN Regional Office Bribery Case
The Corruption Eradication Commission (KPK) has discovered bank accounts allegedly used to collect deposits within the East Java Regional Office of the National Land Agency (BPN). This evidence was uncovered following a KPK raid on the East Java BPN Regional Office last Thursday, 24 September.
“Last week, investigators conducted searches, including at the East Java BPN Regional Office, where, in addition to finding a quantity of money and jewellery, investigators also found several ATMs. The accounts linked to these cards were used to collect alleged deposits made by land offices (kantah) under the East Java Regional Office,” stated KPK Spokesperson Bando Budhi Prasetyo at the Merah Putih Building, Jakarta, on Monday (28/9) afternoon.
He continued, “The funds collected were allegedly intended for tactical activities outside the state budget (APBN) derived from the Budget Implementation List (DIPA) of the East Java BPN Regional Office.”
Budhi emphasised that investigators are still deeply investigating the collection practices, whether they originated internally from land offices within the East Java BPN network or from external parties related to land services.
During the search at the East Java BPN Regional Office, the KPK also seized Singaporean and US dollar denominations, hundreds of millions of rupiah in cash, and jewellery suspected to be gold. The initial estimate for the value of the gold is tens of millions of rupiah.
Previously, on Wednesday (23/9), the KPK raided the Mojokerto BPN office, seizing several documents and electronic evidence suspected to be related to the case. Additionally, investigators seized several envelopes containing cash, believed to be funds received from land service applicants within the Mojokerto BPN area.
The KPK has also raided numerous locations during the early stages of this investigation. These included the offices of PT Summarecon Agung Tbk in Bogor, West Java, and East Jakarta, as well as the residence of the Director General of Land and Space Control and Order at the Ministry of ATR/BPN, Lampri, and three directorate offices within the Ministry of ATR/BPN.
Specifically, the raids targeted the offices of the Director General of Land and Space Control and Order, Lampri; the Director General of Land and Space Survey and Mapping (SPPR), Virgo Eresta Jaya; and the Director General of Land Rights Determination and Registration (PHPT), Asnaedi, along with several related directorate rooms. From these locations, the KPK seized documents and electronic evidence suspected to be linked to the case.
The KPK has named eight individuals as suspects in this alleged bribery and illegal receipt case within the Ministry of ATR/BPN. The suspects include the Head of the Bogor Regency Land Office I, Sontang Coin Manurung; Golkar Party politician, Fahd El Fouz (alias Fahd A Rafiq); former Regent of Kebumen, Arif Sugiyanto; and the President Director of PT Summarecon Agung Tbk, Adrianto Pitojo Adhi.
The four other suspects are the Director General of Land and Space Control and Order at the Ministry of ATR/BPN, Lampri, as well as Muhammad Fakhry, Erwin, and Rizal Pahlevi. Arif, Fahd, Erwin, and Muhammad Fakhry have been identified by the KPK as trusted associates of the Minister of ATR/BPN, Nusron Wahid.
The suspects have been detained for an initial 20-day period from 15 September to 4 October 2026, held at the KPK Merah Putih Building detention centre. In a separate sting operation (OTT) conducted in the Jabodetabek area on Monday (14/9), the KPK arrested 19 individuals and seized evidence amounting to Rp106.3 billion.
