KPK Detects Shadow Structure within Ministry of ATR/BPN
The Corruption Eradication Commission (KPK) assesses that there are two organisational structures within the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN): the official structure and a shadow structure.
“We see as if there are two charts or structures in ATR/BPN. There is the official organisational chart, and there is also a chart or structure that acts like a shadow,” said KPK Spokesperson Budi Prasetyo at the KPK Merah Putih Building, Jakarta, on Wednesday (16/9).
Budi explained that this view emerged due to the numerous external layers or circles involved in alleged bribery cases within the ATR/BPN environment. Specifically, the KPK highlighted the presence of four private parties suspected of being trusted associates of the Minister of ATR/BPN, Nusron Wahid.
“There are many circles outside the ATR/BPN structure, such as F (Fahd Arafiq), and then ARF (Arif Sugiyanto) who act as collectors, money managers, and intermediaries between external parties and state officials within the ATR/BPN environment,” he said.
This matter came to light after the KPK conducted a sting operation (OTT) in the Jabodetabek area on 14 September 2026. The covert operation related to alleged corruption in the processing of Building Use Rights (HGB) for a private company in Bogor Regency, West Java.
A day after the arrests, the KPK named eight individuals as suspects in the alleged bribery case within the Ministry of ATR/BPN.
The suspects identified by the KPK include ministry officials, private parties, and external circles. The latter four names—Arif Sugiyanto, Fahd El Fouz, Erwin, and Muhammad Fakhry—are strongly suspected to be trusted associates of Minister Nusron Wahid, forming a circle outside the ministry’s official structure.
Zaenur Rohman noted that land issues possess widespread vulnerability because they intersect with the authority to issue and manage land rights.
Member of Commission III of the DPR, Nasir Djamil, has requested President Prabowo to evaluate ministerial policies and relationships to prevent practices of corruption, collusion, and nepotism. To prevent similar cases from recurring, maximum sanctions, including the seizure of assets to impoverish perpetrators, must be implemented.
Investigators are continuing to probe the origins, purpose, flow, and the parties suspected of receiving or delivering the funds.
