The Corruption Eradication Commission (KPK) has detained three private individuals suspected of giving bribes related to the management of grant funds for community groups at the East Java Provincial Government for the 2019-2022 fiscal year.

The suspects are Achmad Yahya and M Fathullah from Pasuruan Regency, and Ra Wahid Ruslan from Bangkalan Regency. They are alleged to have acted as bribe givers and are charged under Article 5 paragraph (1) letter a or letter b, or Article 13 of the Corruption Eradication Law in conjunction with Article 55 paragraph (1) 1st of the Criminal Code.

“The three suspects have been detained for the first 20 days, starting from 22 July until 10 August 2026, at the KPK Detention Centre branch at the Merah Putih Building,” said KPK Acting Director of Investigations, Achmad Taufik Husein, during a press conference at the Merah Putih Building in Jakarta on Wednesday evening (22/7).

Taufik noted that investigators had also summoned another suspect, Moch Mahrus, a private individual from Probolinggo Regency who is currently a member of the East Java DPRD for the 2024-2029 period. However, Mahrus did not appear due to a scheduling conflict with another pre-arranged agenda.

This case stems from a covert investigation that led to a sting operation in December 2022, which caught former East Java DPRD Deputy Speaker for the 2019-2024 period, Sahat Tua P. Simanjuntak. On 10 October 2025, the KPK named 21 suspects in total, comprising four alleged bribe recipients and 17 alleged bribe givers.

The alleged bribe recipients include former East Java DPRD Speaker Kusnadi, Deputy Speakers Anwar Sadad and Achmad Iskandar, and Anwar Sadad’s staff member, Bagus Wahyudiono. The 17 alleged bribe givers include various DPRD members and private individuals from several regencies. The KPK later dropped the case against suspect Kusnadi following his death.
