KPK deems special oversight body necessary for political party cadre development
Jakarta (ANTARA) - The Corruption Eradication Commission (KPK) deems it necessary to establish a special oversight body to specifically monitor the cadre development process in political parties.
KPK spokesperson Budi Prasetyo explained this view in line with the anti-corruption agency’s findings during its study on corruption prevention in party governance.
“The absence of a special oversight body for the cadre development process, political education, and party financial management increases the risk of deviations,” Budi told journalists in Jakarta on Saturday.
Moreover, he said, the lack of standardised financial reporting for parties results in weak transparency and accountability in the use of funds.
Previously, in 2025, the KPK’s Monitoring Directorate conducted a study on corruption prevention in party governance.
In that study, the KPK presented several proposals related to corruption prevention in the political parties sector.
These KPK proposals were put forward alongside findings that party cadre development is not running well, leading to entry costs for individuals to become party cadres and to be endorsed in general elections.
Therefore, in its study, the KPK proposed improvements to the party cadre system to reduce such costs, while also preventing efforts to recoup political investments by newcomers who join the party and become cadres due to certain political expenses.
To support effective cadre development, the KPK proposed dividing party members into young, middle, and senior categories.
Additionally, the KPK proposed that candidates for House of Representatives (DPR) members should be senior party cadres. Meanwhile, candidates for provincial DPRD members should be middle-level cadres.
Meanwhile, presidential and vice-presidential candidates, as well as regional head and deputy head candidates, are proposed to come from the party cadre system and must have been cadres for a certain period of time.
To support improvements in cadre development, the KPK also proposed regulations limiting the term of the party general chairman to a maximum of two periods of management.
