KPK: Corruption by Regional Heads for Forkopimda THR Widespread in Many Areas
The Corruption Eradication Commission (KPK) assesses that the practice of regional heads providing holiday allowances (THR) to the local leadership coordination forum (Forkopimda) occurs on a massive scale in several regions of Indonesia. KPK spokesperson Budi Prasetyo stated that this modus operandi was revealed through several sting operations (OTT) conducted by the anti-corruption agency.
“The modus operandi of providing THR to parties outside, such as Forkopimda, from the regency government has been quite massively uncovered from several OTTs carried out by the KPK,” he told journalists in Jakarta on Wednesday.
He cited examples of the practice being found in several regions, including Rejang Lebong Regency, Bengkulu; Cilacap Regency, Central Java; and Tulungagung Regency, East Java. The KPK, continued Budi, will continue to trace the flow of funds in these cases, particularly regarding allegations of THR provision to Forkopimda.
“This will continue to progress. We will keep providing updates on the development of the investigation of this case,” he said.
In the Rejang Lebong case, the KPK is known to have examined five witnesses on 21 April 2026 to deepen the allegations of fund flows.
Previously, the KPK has conducted three OTTs throughout 2026. Allegations of the THR provision practice were first uncovered from the OTT against the Regent of Cilacap, Syamsul Auliya Rachman.
Subsequently, the KPK also found similar indications in the case involving the Regent of Tulungagung, Gatut Sunu Wibowo.
Meanwhile, in the case of the Regent of Rejang Lebong, Muhammad Fikri Thobari, the KPK initially uncovered the receipt of alleged bribe money that was suspected to be used for THR distribution. However, at the initial stage, it was not specifically explained regarding the recipients in the Forkopimda scope.
On 21 April 2026, the KPK then revealed that it had examined two police members, two prosecutors, and one civil servant to deepen the allegations of THR provision by Fikri Thobari to Forkopimda elements in the region.
