KPK Confident Nusron Will Cooperate Following Suspect Designation of Four Close Aides
The KPK is confident that Minister of ATR/BPN Nusron Wahid will be cooperative if summoned as a witness, following the designation of four of his close associates as suspects in an alleged bribery case involving the unblocking of Building Use Rights (HGB) for Summarecon land in Bogor Regency, West Java. The KPK is not concerned about the potential for Nusron to flee the country.
“We believe all parties, as good Indonesian citizens, will certainly be cooperative in the law enforcement process, especially public officials,” explained KPK spokesperson Budi Prasontyo to journalists at the KPK Merah Putih building, South Jakarta, on Wednesday (16/9/2026).
“They also have a moral responsibility and a duty to comply with the law to ensure the law enforcement process can run effectively. This includes attending summons and providing the information required by investigators,” he added.
Previously, the KPK’s Acting Director of Investigation, Achmad Taufik Husein, addressed the potential summoning of Nusron as a witness in this case. Taufik stated that the summoning of a witness is conducted according to the needs of the investigation.
“It depends on the needs of the investigation moving forward. We will see based on the updates of the ongoing investigation process,” Taufik said during a press conference at the KPK Merah Putih building on Tuesday (15/9).
The four close associates of Nusron designated as suspects by the KPK are Arif Sugiyanto (ARF), Fahd El Fouz or Fahd A Rafiq (FEZ), Erwin (ERW), and Muhammad Fakhry (MF).
These four were named suspects alongside four other parties: Lampri (LMP), Director General of Land Control and Order at ATR/BPN; Sontang Coin Manurung (SON), Head of the Bogor I Land Office; Adrianto Pitojo Adi (ADR), President Director of Summarecon; and Rizal Pahlevi (LEV), a private individual.
Taufik stated that the case originated from applications for the extension of HGB or the conversion of HGB into Freehold Titles (SHM) for land managed by Summarecon in Bogor Regency. He suspects part of the land is still in dispute with previous owners or heirs.
Taufik noted that the original landowners filed a lawsuit at the Bandung Administrative Court (PTUN) regarding the issuance of nine Summarecon HGB certificates by the Head of the West Java ATR/BWR Regional Office and the Head of the Bogor Land Office. The Bogor Land Office subsequently invited the heirs for mediation.
“The heirs then filed a block on the Summarecon HGB. There are indeed provisions where, when a lawsuit exists, certificate holders or heirs can request a block. On the other hand, the heirs also withdrew their lawsuit at the Bandung PTUN,” said Taufik.
Following this, the KPK stated that communication occurred between an individual named Yaser Alfarisi, acting as an intermediary for Summarecon, and Erwin (ERW), one of Nusron Wahid’s close associates.
He stated that Erwin claimed the Head of the Bogor Land Office, Sontang, would not comply with unblocking the block unless directed by superiors. Subsequently, another Summarecon intermediary, Rizal Pahlevi (LEV), requested Erwin’s assistance in communicating with Sontang.
“Then, Mr. YA and Mr. LEV, acting as private parties or intermediaries for Summarecon, approached ERW, who is the Minister’s close associate, to assist in communicating with Mr. SON (Sontang) regarding the unblocking and the splitting of the HGB,” said Taufik.
In early August 2026, Sontang, through Erwin, allegedly requested Rp 2 billion for the issuance of the Summarecon land certificates. However, Summarecon only agreed to Rp 1.5 billion.
“On 27 August 2006, Mr. ADR (Adrianto Pitojo) as the President Director of Summarecon, through YA and LEV, allegedly handed over Rp 1.5 billion to ERW (Erwin),” said Taufik.
Erwin then allegedly handed over a portion of that money, specifically Rp 200 million, to Sontang. The funds were allegedly intended as a fee to unblock and split the Summarecon HGB.
