KPK Conducts Marathon Examinations in 2023-2024 Hajj Quota Corruption Case
KPK Chairman Setyo Budiyanto stated that the investigation into the alleged corruption of the 2023-2024 Hajj quota is ongoing. He mentioned that investigators are conducting marathon examinations. “Now, the investigators can be said to be conducting examinations in a marathon manner. That means many have already been summoned,” Setyo said at the KPK building on Jalan Kuningan Persada, South Jakarta, on Tuesday (7/4/2026). Setyo said that witnesses are summoned based on the needs of the KPK investigators. He added that investigators are also accelerating the file compilation process. “The summons certainly relate to the needs of the investigation. Some may have been summoned and examined before. Then they are summoned again and re-examined to confirm and strengthen the evidence for follow-up actions after suspect determination,” he stated. The KPK has previously named four suspects in this case. They are: 1. Former Minister of Religious Affairs Yaqut Cholil Qoumas (YCQ) 2. Former aide to Yaqut, Ishfah Abidal Azis alias Gus Alex (IAA) 3. Operations Director of PT Makassar Toraja (Maktour) Ismail Adham (ISM) 4. Chairman of the Kesthuri Association Asrul Azis Taba (ASR). KPK Deputy for Enforcement and Execution Asep Guntur Rahayu said that Ismail is alleged to have given USD 30,000 to Gus Alex. Asep said that Ismail also allegedly handed over USD 5,000 to Hilman Latief (HL), the Director General of Hajj and Umrah Organisation at the Ministry of Religious Affairs in 2024. Hilman remains a witness in this case. “Suspect ISM is alleged to have given a sum of money to IAA amounting to USD 30,000 as well as to Mr HL, as the Director General of Hajj and Umrah Implementation of the Directorate General of PHU of the Ministry of Religious Affairs, amounting to USD 5,000 and SAR 16,000,” Asep said during a press conference at the KPK building in South Jakarta on Monday (30/3). Asep said that Maktour is alleged to have obtained unjust or illegal gains after giving the money. In 2024, according to Asep, the illegal gains obtained by Maktour reached Rp 27.8 billion. Meanwhile, suspect Asrul Azis Taba (ASR) is alleged to have given USD 406,000 to Gus Alex related to additional Hajj quotas. Asep said that the distribution of additional quotas for special Hajj has benefited eight PIHKs. He stated that Gus Alex and Hilman represented Yaqut when receiving money from Ismail and Asrul. He added that Yaqut had appointed both to handle the needs of the PIHKs.
