KPK Conducting Study on People's School Programme to Prevent Corruption
JAKARTA, KOMPAS.com - The Corruption Eradication Commission (KPK) has stated that it is conducting a study on the People’s School programme within the framework of corruption prevention.
This was conveyed by KPK spokesperson Budi Prasetyo in response to the procurement of shoes for the People’s School, which has come under public spotlight.
“As a form of support for the People’s School (SR) programme, which is one of the national priority programmes, within the framework of corruption prevention, the KPK through its Monitoring Directorate is currently conducting a study,” Budi said in his statement on Monday (4/5/2026).
In this way, stakeholders can increase vigilance and ensure that every process runs meticulously, transparently, and accountably.
“Strengthening corruption prevention is also a crucial point, considering that the public procurement sector (PBJ) still has a relatively high level of vulnerability,” he stated.
Budi mentioned several common modi operandi in the PBJ sector, such as procurement plans that are directed and not in line with needs; misuse of the e-purchasing system, including the preparation of the Estimated Own Price (HPS); and arranging tender winners who are often in the circle of stakeholders.
“These case modi operandi rank as the second largest after bribery/gratification, with a record of 1,100 cases,” Budi explained.
In addition, the KPK continues to strengthen monitoring through various prevention instruments, one of which is the Integrity Assessment Survey (SPI).
In the last two years, the SPI score for the Ministry of Social Affairs (Kemensos) has shown dynamics that require collective attention, from 79.16 in 2024 to 75.79 in 2025, or in the “alert” category.
In more detail, the management of PBJ in the 2024 Kemensos SPI was only at 67.66.
Meanwhile, in the same area in the 2025 SPI, there was an increase, but the Expert or Specialist component still gave a low score of 69.94.
Budi said that through this monitoring and supervision, the KPK encourages all stakeholders to continue strengthening systems that prioritise principles of integrity and accountability.
“Active public participation is also expected to be an important part in overseeing clean and transparent government governance,” he added.
